 | The proliferation of counterfeit and substandard devices is a growing problem for consumers and legitimate industries, posing threats to national digital transformation programs. This challenge is compounded by global mobile device theft, with approximately 70 million smartphones reported stolen or lost worldwide every year.
Conformance and interoperability (C&I) are foundational to digital trust, ensuring that telecommunication/ICT equipment conforms to technical standards and can integrate seamlessly within networks. A robust C&I framework is essential for enhancing reliability, safety, and efficiency while combating the illegal use of devices.
This output report, developed in response to ITU-D Question 4/2 for the 2022-2025 study period, leverages global experiences to address C&I challenges across critical areas. It covers establishing strong C&I frameworks, implementing Mutual Recognition Arrangements (MRAs), addressing Internet of Things (IoT) compliance, and providing guidelines to combat the counterfeiting and theft of mobile devices. By synthesizing national experiences, the report offers a framework to enhance market surveillance and protect network integrity globally.
