The adoption of telecommunications/ICTs is critical for socio-economic progress and digital equity. However, nearly half the global population remains unconnected, with persistent disparities - particularly in rural areas and among vulnerable populations - due to infrastructural deficits and digital literacy gaps. The development of digital skills, from basic competencies to advanced technical expertise, is indispensable for driving economic participation and achieving sustainable development. Promoting widespread adoption and enhancing digital literacy are crucial foundations for an inclusive society. This output report, developed in response to ITU-D Question 5/2 for the 2022-2025 study period, synthesizes global case studies and guidelines to address the challenges of ICT adoption. It examines strategic areas, including enhancing connectivity and affordability, implementing digital skills frameworks, and fostering successful public-private partnerships.
