The legal framework of ITU consists of treaty-based instruments binding on Member States: the Constitution, the Convention, and the Administrative Regulations. The Radio Regulations (RR) are an integral part of the Administrative Regulations, and are complemented by the Rules of Procedure, which provide clarification in the application and establish practical procedures not provided in the current regulatory procedures.
The Final Acts record the decisions taken at World Radiocommunication Conferences or Regional Radiocommunication Conferences. They include the new and revised provisions of the Radio Regulations and associated Appendices, as well as the new and revised Resolutions and Recommendations adopted by the Conference.
The ITU-R Resolutions give instructions on the organization, methods or programmes of Radiocommunication Assembly or Study Group work.
The ITU-R Recommendations constitute a set of international technical standards developed by the Radiocommunication Sector of the ITU and approved by ITU Member States. They are the result of studies undertaken by Radiocommunication Study Groups.
ITU-R Reports are technical, operational or procedural statements, prepared by a Study Group on a given subject related to a current Question or the results of studies referred to in § 3.3 of Resolution ITU-R 1.
ITU-R Handbooks provide statements of the current knowledge, the present position of studies, or of good operating or technical practice, in certain aspects of radiocommunications, paying particular attention to the requirements of developing countries.
The ITU-R Opinions contain a proposal or a request destined for another organization (such as other Sectors of the ITU, international organizations, etc.) and not necessarily relating to a technical subject
ITU-R Question are statements of technical, operational or procedural problems, generally seeking a Recommendation, Handbook or Report.
Service Publications contain information published to support the application of the Radio Regulations as defined in Article 20.
The General Publications cover matters of interest such as climate change
ITU Terms and Definitions database provides access to the official terminology of ITU. It contains the abbreviations, acronyms, terms and definitions contained in publications approved by the membership of ITU.
