Human real-time captioning was provided for the opening and closing SG16 plenaries, as well as those of the working parties. The respective transcripts are available for the Plenary (TD288/Plen), WP1/16 (TD283/WP1), WP2/16 (TD198/WP2) and WP3/16 (TD300/WP3), respectively. Captioning was also provided for Q26/16 and Q28/16 sessions (TD185/WP2 and TD197/WP2).
The meeting had 430 participants (221 physical and 209 remote-only) from 32 countries during the meeting period (up 3% compared to 416 at the previous meeting). The final list of participants is available in TD287/Plen.

Major accomplishments

WTSA-24: Discussions on the preparations for WTSA-24 completed under the SG16 ad hoc group of the plenary on WTSA-24 preparations (AHG-WTSA24). The text of the current SG16 mandate was updated [TD243/Plen] as well as the text of the existing Questions [TD244/Plen, TD245/Plen, TD246/Plen, TD247-R1/Plen], in particular to include metaverse study items and tasks that were pending guidance from TSAG. A proposal to create a new Question on metaverse [TD248/Plen] was not agreed (see metaverse discussions bullet, below). The group was briefed on the consensus in TSAG that ITU-T SG16 would be consolidated with ITU-T SG9 (on broadband cable and TV) as a single group in the next study period (2025-2028); a joint team of SG9 and SG16 management was mandated to develop the terms of reference for the consolidated group.
Metaverse: With the first FG-MV deliverables being approved by TSAG and some delivered to SG16, the mandate of the SG and Questions were updated to include metaverse study areas and tasks. In addition, one of the deliverables was approved as technical paper and one new work item was established based on the deliverables. SG16 also provided feedback to TSAG on interest concerning other deliverables (present and future), as found in [SG16-LS153]. The text of a proposed (but not agreed) Question on metaverse cross-platform interoperability in multimedia aspects was also shared with TSAG, for advice. SG16 also created an ad hoc group of the plenary on metaverse (AHG-MV) to help progress the metaverse standardization work in the study group between this and the next meeting [TD216-R2/Plen] (mailing list message / subscription / archive; IFA).
Focus groups: The final report of the Focus Group on AI for health (FG-AI4H) was reviewed, with the list of 36 approved deliverables. It concluded activities on 30 September 2023, after its last meeting in Geneva, 3-5 July 2023. Questions 5/16 and 28/16 will review the deliverables for possible transposition as ITU-T SG16 deliverables. The results of the FG-AI4H will be used as foundation for the ITU, WHO and WIPO Global Initiative on AI for Health being put into place [SG16-TD202/Plen, SG16-TD203/Plen]. No other FGs remain under SG16, after closure in September 2022 of FG-VM (on vehicular multimedia) and FG-AI4AD (on AI for autonomous and assisted driving).
Video, image and signal coding standards: At this meeting, a call for proposals for a new standard in collaboration with DICOM was launched towards a specification for coding of biomedical and possibly other general waveform signals [TD285/Plen], ITU-T H.BWC.
Image compression collaboration with JPEG (JTC1/SC29/WG1) continued, with the start of approval process for one common text:

For video compression work, collaboration continued within the context of the JVET, with the start of approval process for the following twin texts:

- ITU-T H.273 (V4) "Coding-independent code points for video signal type identification" (Rev.) [TD283/Plen]
Safe listening: A workshop was held to progress the work of draft new ITU-T H.SL-ES addressing safe listening in video gaming and esports, with the participation of a wide range of stakeholders. Work completed on the new WHO-ITU Technical Paper HSTP-SLD-Venue "Guideline on safe listening at venues and events" [TD219/Plen] and on revised HSTP-CONF-H870 with the procedures for testing of personal audio systems for compliance with ITU-T H.870 V2 [TD220/Plen].
Accessible telehealth: The technical paper FSTP-CONF-F.780.2 with the conformance testing specification for ITU-T F.780.2 on requirements for accessible telehealth services was completed [TD250/Plen].
Digital health: Two Recommendations and one Technical Paper were completed:

Intelligent transport systems (ITS) and vehicular multimedia: While ITU-T H.552 (ex H.VM-VMIA) "Implementation of vehicular multimedia systems" [SG16-R20] was approved under TAP, ITU-T F.749.7 (ex F.VGP-RDSreqs) "Requirements for remote driving service based on vehicle gateway platform" was not approved after consideration of concerns from Members States and it was decided to further study it as a Technical Report ITU-T FSTR.VGP-RDSreqs "Requirements for remote driving service based on vehicle gateway platform" [TD282/WP1].
Civilian unmanned aerial vehicles: ITU-T F.749.17 (ex F.CUAV-MVAreqs) "Requirements for machine vision-based civilian unmanned aerial vehicle applications" was not approved after consideration of concerns from Members States and it was decided to further study it as a Technical Report ITU-T FSTR.CUAV-MVAreqs "Requirements for machine vision-based civilian unmanned aerial vehicle applications" [TD281/WP1]. Work was completed on:

Digital culture: Work completed on two new Recommendations:

- ITU-T F.743.26 (ex F.DC-CGS-TREC) "Technical requirements of cloud gaming platform based on IMT-2020 mobile edge computing" (New) [TD249-R1/Plen]
Content delivery networks (CDNs),IPTV and Digital Signage: At this meeting, TAP Recommendation ITU-T H.741.5 (ex H.IPTV-PS) "Application event handling: Overall aspects of personalized IPTV services" was approved at the opening plenary [SG16-R17]. Work was completed on three AAP Recommendations:
- ITU-T F.746.18 (ex F.ILMTS-Reqs) "Requirements for interactive low-latency multimedia transmission system over the Internet" (New) [TD227/Plen]
- ITU-T H.705.3 (ex H.IPTV-OpMcast) "Requirements and architecture for open IPTV multicast service" (New) [TD229/Plen]
- ITU-T H.725 (ex H.IPTV-TDES.6) "IPTV Terminal Device: Virtualized model" (New) [TD228/Plen]
Video surveillance: In addition to progressing the current work items on video surveillance and related intelligent and machine vision, work completed on new Recommendation ITU-T F.747.14 (ex F.MFSVreqs) "Requirements and capability framework of the multimodal fusion system for vision" (New) [TD221-R1/Plen].
Ubiquitous multimedia applications: Work started on seven new work items, including H.MMAuth on a framework for verification of multimedia content authenticity [TD215-R1/WP1], which can be instrumental in combating fake news and media. Work was completed on six new Recommendations that extend the toolset of SG16 Recommendations for support of multimedia applications and services:

AI and machine learning: The multimedia AI topic was very active at this meeting. Approved under TAP new ITU-T F.748.24 (ex F.TCEF-FML) "Trusted contribution evaluation framework on federated machine learning services" [SG16-R14] at the opening plenary, as well as ITU-T F.748.23 (ex F.ML-ICSMIReqs) "Requirements and framework for intelligent crowdsensing multimedia interaction based on deep learning" after discussion of concerns raised by Member States [TD259/Plen]. Four new work items were created: ITU-T H.ILE-FT "An architectural framework for first-person transfer immersive live experience" [SG16-TD248-R1/WP3], H.ILE-3DIT "Functional requirements and frameworks of 3D model-based immersive telepresence services" [SG16-TD249/WP3], H.ILE-AR "Requirements and framework of augmented reality for Immersive Live Experience (ILE) services" [SG16-TD251/WP3] and H.ILE-3DINR "Framework and requirements of 3D reconstruction system based on implicit neural representation for ILE services" [SG16-TD240/WP3].
Accessibility: Work progressed with the approval of new Technical Paper ITU-T HSTP.ACC-MV-SUST "Technical Paper on accessibility in a sustainable metaverse" [TD282/Plen], which was the first deliverable of the ITU-T Focus Group on metaverse (FG-MV) to be approved as a Study Group product. Another FG-MV deliverable was adopted to further developed as ITU-T Technical Paper HSTP-ACC-MV-INTERPR on guidelines and requirements on interpreting in the metaverse [SG16-TD184/WP2]. New work item F.ACC-AMCS was created concerning ICT accessibility considerations during disaster situations in rural areas using moveable local clouds, as well as metadata profile for PwD for disaster resiliency.

Collaborative work continued within the IRG-AVA on J.acc-us-prof on "Common user profile format for audiovisual content distribution" and with JTC1/SC35 "User interfaces" for two joint texts:
- Draft H.ACC-GVP Guidance on the Visual presentation of audio information, including captions and subtitles (twin text of ISO/IEC 20071-23).
- Draft F.ACC-AVSL Visual presentation of audio information in sign languages (twin text of ISO/IEC 20071-24).
Human factors: Approved under TAP new ITU-T F.760.2 (ex F.FR-ERSS) "Guidelines for user interface of first responders in emergency response support systems" after discussion of concerns raised by Member States [TD258/Plen]. Work was completed for:

Question 1/16 summary

Q1/16 held one meeting session during this SG16 meeting to review the incoming liaison statements and identify the ones that need reply. One outgoing liaison statement was produced. No interim meetings are planned.

Question 5/16 summary

Question 5/16 met hybrid for 24 sessions to review 58 contributions. Q5/16 agreed on submitting F.748.39 (ex F.AICP-FRRC) for Determination, F.748.23 (ex F.ML-ICSMIReqs) for TAP Approval, and eight work items for Consent: F.748.32(ex F.ADT4MM), F.748.33(ex F.AI-CIS), F.748.34(ex F.AI-MKGDS), F.748.31(ex F.DHSMD), F.748.35(ex F.FML-TS-FR), F.748.37(ex F.JSQSUDAC), F.748.36 (ex F.MAS), and F.748.38(ex F.AICP-GA). Question 6/16 summary

The primary goals for Question 6/16 at this meeting of SG16 were to review the progress of Q6/16, JVET, and JPEG work, prepare texts for Consent, and plan for additional work items. On topics related to the coding of video, a substantial portion of the video coding work of Question 6/16 is being conducted jointly with ISO/IEC JTC1/SC29 in JVET. A collocated meeting of JVET was held under the auspices of this meeting of SG16, and the MPEG working groups and advisory groups of SC29 also met in a collocated fashion, providing the opportunity for coordination and joint meeting discussions with these groups. JVET is tasked with maintenance and enhancement of H.26x video coding Recommendations including VVC, HEVC, and AVC, and also the associated Rec. H.274 VSEI and Rec. H.273 CICP standards and some other related matters. JVET has also been conducting exploration studies of future video coding technologies for potential development of new video coding standards with advanced capabilities beyond the current state of the art. Joint meeting sessions of Q6/16 with JVET (aka SC29/WG5), SC29/AG5, SC29/WG2, and SC29/WG4 were held during the current meeting of SG16, for discussion of areas of joint interest. At this meeting, four revised twin text Recommendations on video coding-related subjects were Consented under AAP (H.264 V15, H.265 V10, H.266.2 V2, and H.273 V4) and six planned revisions of video coding-related Recommendations were added to the work programme. On topics related to the coding of images, a substantial portion of the image coding work of Question 6/16 is conducted jointly with ISO/IEC JTC1/SC29/WG1 (JPEG). At this meeting, one common text with ISO/IEC on image coding was Consented (ITU-T T.800 V4) and six additional new work items on image coding topics were added to the work programme; four of these new WIs are part of the joint JPEG work on "JPEG AI" image coding. Q6/16 also established a new work item for the development of a new Recommendation H.BWC for biomedical and general waveform coding. A Call for Proposals was approved soliciting technical contribution proposals for the H.BWC project. Two Rapporteur meetings are planned in the interregnum period, collocated with JVET meetings. The Question prepared seven outgoing Liaison Statements, four of which were produced within JVET and forwarded by Q6/16 for approval by SG16.

Question 8/16 summary

Question 8/16 met for eight sessions to discuss 17 contributions and several input liaison statements with 20 experts in attendance, physically and remote. As a result, draft Recommendation H.430.8 (ex H.IIS-FA) consented and four new WIs were established. It also progressed two ongoing WIs, H.ILE-AMR and H.ILE-QR, based on received contributions. No existing items were discontinued. Four outgoing LSs were prepared, and the ToR of Q8/16 was agreed. Q8/16 experts plan one rapporteur group meeting in August 2024.

Question 11/16 summary

Q11/16 did not have sessions during this SG16 meeting, but the Rapporteur informed the meeting that the ASN.1 updates in the recently revised H.225.0 and H.245 changes are confirmed to be correct. The working party noted that a new Amendment to H.222.0 was in preparation in JTC 1/SC 29 and it expected to be ready for Consent at the SG16 meeting planned in January 2025.

Question 12/16 summary

Question 12/16 addressed 21 contributions in fourteen sessions during the SG16 meeting, in addition to a joint session with Q21/16. One Recommendation F.747.14 (ex F.MFSVreqs) was submitted for consent, while consent of F.MGSReqs was deferred to the next WP3/16 meeting. The Question agreed to start eight new work items (H.VIIArch, F.IVSReqs, H.SMGarch, F.VIS-FML, F.FIVIS, F.ADSLMV, F.743.2 V2 and H.626.2 V2) and progressed various work items including H.P2PVSProt, F.VRVS, H.VSDTAS-Arch, H.CCVS, F.RIIS-CEC, F.IVSP-PGI, F.CVADS, and F.FIISReqs. Q12/16 has updated the ToR for the next study period. The Question produced ten outgoing liaison statements and plans on holding one interim meeting within the context of the WP3/16 meeting in August 2024.

Question 13/16 summary

Question 13/16 was addressed in fifteen sessions during the SG16 meeting to review 20 contributions and 26 incoming LS. The Question agreed to start four new work items at this meeting: ITU-T H.ILMTS-arch, H.IPTV-EDM, F.CDN-SCreqs and H.722 (V2). No work item were closed. Three draft Recommendations were proposed for Consent: ITU-T F.746.18 (ex F.ILMTS-reqs), H.725 (ex H.IPTV-TDES.6), and H.705.3 (ex H.IPTV-OpMcast). The Question also agreed completed the review of its ToR for submission to WTSA-24. The Question prepared nine outgoing liaison statements, addressed inter alia to ITU-T SG13, ITU-T SG15, ITU-R WP6C, ITU-R SG6, DVB TM-I, TSDSI, ITU-D Q2/1, FG-MV. The group plans to hold one rapporteur group meeting within the context of a WP1/16 plenary meeting in August 2024 timeframe.

Question 21/16 summary

Question 21/16 was addressed in twenty-six sessions during this SG16 meeting and agreed to consent six draft new Recommendations and to start seven new work items at this meeting. Various existing work items were progressed. Q21/16 prepared one outgoing LS merged with nine and it plans to hold a virtual Rapporteur meeting in August 2024.

At this meeting, Question 22/16 held seventeen sessions to review and discuss the twenty-nine Contributions. The Question decided to initiate six new work items and updated ten work items under study according to the discussion of Contributions received. The Question produced one outgoing LS to ITU-T Study Groups 2, 5, 11 ,13, 17, 20 to inform them the latest progress to seek further collaborations. Question 24/16 progressed on work items including F.MDI, F.FW-IVPS, F.RHUD-IV, F.UIES-req, F.ECHO, F.DSDP, F.UID-SLM. Question 24/16 agreed to start new work items F.FLDH and F.EDMS at this meeting. Question 26/16 summary

Question 26/16 reviewed proposals concerning metaverse accessibility, with eight contributions that were mostly based on deliverables from the ITU-T Focus Group on metaverse (ITU FG-MV) and submitted one Technical Paper for approval at this meeting and another one as a new work item for a Technical Paper. The Question also submitted for agreement ITU-T FSTP-CONF-F.780.2 with the conformance testing specification for ITU-T F.780.2 (accessibility of telehealth services). New work item F.ACC-AMCS was created on ICT accessibility in rural areas and developing countries as well as temporary disruptions, out-of-home situations, and disruption by disasters. Work also started on a revision of ITU-T F.910 that defines multimedia telecommunication relay services. A liaison statement was prepared with Q28/16 to ILO concerning accessibility at the workplace and safety. Q26/16 plans one interim rapporteur group meeting.

Question 27/16 summary

Question 27/16 met for seventeen sessions to review 12 contributions. One text was submitted for AAP consent, ITU-T F.749.18 (ex F.CUAV-ES). TAP consultation results about F.749.7 and F.749.17 were discussed and experts agreed not to pursue approval as Recommendations, but rather to develop two new Technical Papers based on the existing texts. Q27/16 progressed on work items including F.PB-ADS-DV, H.MVIS, H.VG-VRU, F.DVMSF-Edge and F.VSAI-ARCH and agreed to start five new work items on F.CAV-MIFS, F.CAV-CDP, F.VM-AVP, F.VM-SPEECH and F.VGP-PARK at this meeting. Two outgoing liaison statements were produced. Q27/16 plans two meetings in the interim period.

Question 28/16 summary

Question 28/16 made significant progress on digital health studies. A joint ITU/WHO Workshop on E-sports and video gaming was hosted, the safe listening for video-gaming and esports (H.SL-ES) draft has been progressed, as well as the drafts for person-generated health record (F.HR-AP) and occupational health service platform (F.OHSP-req). Two Technical Papers were submitted for agreement, revised ITU-T HSTP-CONF-H870 for testing compliance of personal audio systems with ITU-T H.870 (V2) and new FSTP.MED-THS with an outline and elements of basic telehealth services. The group plans four meetings in the interregnum period. The Question produced one outgoing LS together with Q26/16.
