Summary of Questions’ Results

   
Question 1/16 Summary

Question 1 reviewed and progressed several matters in relation with H.324/M. Question 1 produced 6 Recommendations and 3 Corrigendum for Consent (H.222.0 Amd 4, H.222.0 Amd 5, H.222.0 Cor 3, H.224, H.241 Amd 1, H.310 Cor 1, H.321 Cor 1, H.324 Amd 1, V.140) and one Implementors’ Guides for Approval (H.320).



Question 2/16 Summary

Question 2 completed work on one new revised Recommendation (H.245v11), on Amendment to H.323 Annex D, and two new draft Recommendations (H.460.16 and H.323 Annex M.4).While we had planned to Consent H.460.cdor at this meeting, it was decided to delay the decision to consent the document until the next Study Group meeting.Q.2 also completed work on a revised H-Series Supplement 4 and H.323-Series Implementors’ Guide.Finally, in addition to the current work programme, two new work items were identified: H.460.17 (Tunneling of RAS within H.225.0) and H.460.location (Location Number for H.323).



Question 3/16 Summary

Q.3/16 met for 10 quarters to review some 101 documents. Q.3/16 continued work on a number of existing work items which has resulted in nine recommendations for Consent: H.248.2 Revision 1, H.248.9 Revision 1, H.248.23 Revision 1, H.248.26 Revision 1, New H.248.29, New H.248.32, New H.248.33, New H.248.34 and New H.248.35. In addition to these recommendations Q.3 prepared three documents for approval: H.248.1v1 Implementors’ Guide, H.248.x Sub-Series Implementors Guide and H-Series Supplement two Packages Guide. Two new work items were agreed for H.248.36 "Hanging Termination Detection Package" and H Series Supp x "Control processing framework for H.248 systems".

The Rapporteur would like to thank the contributors to the Q.3 work and especially the editors for work in preparing recommendations.



Question 4/16 Summary

Q.4/16 revised the H.350-series Implementors’ Guide according to the SG17 Liaison Statement stating that the URL length in X.500 is arbitrary and not limited to 256 characters. We also started a new work on H.350.7 that allows an organization to directory-enable and manage XMPP (Extensible Messaging and Presence Protocol) resources in the same way that other multimedia protocols (e.g. H.320, H.323, SIP) are managed in H.350.



Question 5/16 Summary

Question 5 made significant progress toward solidifying the requirements for the traversal of NAT and firewall devices by H.323 systems.The experts also considered a possible proposal that would utilize a "proxy" device that could facilitate the transport of signaling and media through NAT and firewall devices (H.proxy).There was a significant amount of discussion on various possible solutions and there was clearly need for additional contributions and discussions.The group expressed a desire to expedite the work of Question 5, so we plan to hold two interim meetings before the next Study Group meeting in order to meet that objective.


 
Question 6/16 Summary

Q.6/16 completed the following texts, which were Consented by SG 16:
  • Draft Revision to Rec. H.264 "Advanced video coding for generic audiovisual services", including substantial extensions of functionality known as the Fidelity Range Extensions (FRExt) and a substantial set of corrections
  • Draft New Rec. H.264.1 "Conformance specification for H.264 advanced video coding"
  • Draft New Rec. H.264.2 "Reference software for H.264 advanced video coding"
  • Draft Revision to Rec. H.263 "Video coding for low bit rate communication"

Additionally, a decision was made to propose the an extension of the JVT effort to design extensions of H.264 to achieve scalable video coding (SVC) functionality. Details will be completed between the ITU-T SG 16 and ISO/IEC JTC1/ SC29/ WG11 Managements.

 
Question 9/16 Summary

The main objective of the Q.9/16 meeting was to finalize the Terms of References (ToRs) for both MSC-VBR approach and EV approach. Unfortunately, only contributions relating to the EV-VBR approach were received. It was therefore decided to work exclusively towards completion of the EV-VBR ToRs and much progress on this topic was made. A revised draft ToRs have been produced for the EV-VBR codec (Annex Q9/16 B), with only a few outstanding areas of disagreement. A draft schedule for standardization has been compiled (Annex Q9/16 C). The group also explored the options available in order to realise the goal of “open collaboration” for improvement of the baseline codec, once it has been selected.


 
Question 10/16 Summary

The group examined input documents on extension and maintenance of existing ITU-T voice coding standards (G.729EV, G.722.1 annex C, G.729B) and progress on software tools (basic operators set update). The Terms of Reference (ToR) and time schedule for two activities were approved: G.722.1-based low-complexity 14 kHz bandwidth audio coder; and G.729 based embedded variable bit rate coder. Foreseen AAP dates are early April 2005 and mid November 2005, respectively. The group also documented in TD-40/WP3 known problems in G.729 Annex B (G.729’s silence compression specification), the proposed solutions, information on how the proposed solutions have been tested and by how many companies and a statement that other possible solutions may exist. Depending on the nature of the solutions identified, an appropriate change will be made to the spec, which is expected to be done by April 2005. Progress was made in the revision of the ITU-T Software Tools Library (G.191), in particular regarding Basic Operators. Revision of other parts is also expected, work to be finished by April 2005. Finally, it was agreed to work by correspondence to prepare Corrigenda to existing Recommendations under Q.10 that have known issues documented in Implementors’ Guides.

 
Question 11/16 Summary

The group has completed the work on a draft new Recommendation for voice band data only gateways V.152 and is being submitted for consent at this meeting (TD-36 PLEN). Q11 also agreed to create a draft Amendment adding new codes for the SSE Protocol Reason Information Codes (RIC) to ITU-T Recommendation V.150.1 (TD-31 PLEN). Work is progressing on V.ToIP (V.151) on a revised schedule.



 
Question 14/16 Summary

Revision of Recommendation T.44 to support YCC colour space in Mixed Raster Content was agreed to be put forward for Consent. T.38 was amended to add “T38VendorInfo” in SIP/SDP call-setup, clarification regarding HDLC frame in communication between IAF and gateway, some T.38 parameters and case sensitivity of “udptl” and “T38MaxBitRate”. Corrections to delete spaces in T.38 Annex D and of an equation of Annex C were confirmed and agreed to be included in new Amendment 1 to Recommendation T.38. The new Amendment 1 was Consented by SG 16.

 
Question 15/16 Summary

At this meeting, Q.15/16 progressed the work for the future enhancement of G.769, in particular with the addition of new network reference scenarios. The Living List for I.733 was reviewed, and contributions were solicited. The Question plans to hold one interim meeting.


 
Question 16/16 Summary

Further progress was made with the drafting of text for revised Recommendation G.168 (Echo Cancellers) and new Recommendation G.160 (Voice Enhancement Devices, VEDs). Both these Recommendations are planned for consent in 2006. A joint meeting with Questions 11, 14, 18 and 26 was held to discuss issues related to text telephone and fax signal transmission through echo cancellers. One LS regarding signalling methods for VEDs was sent to SG11, 3GPP SA4, and 3GPP2 TSGA/WG2. One interim meeting is proposed.



Question 17/16 Summary

At this meeting, Q17/16 reviewed and agreed to the living list for G. 799.1/Y.1451.1 and started work on G.IP2IP that will address the functionality and performance of an IP-to-IP voice gateway optimised for the transport of voice and voiceband data.

Question 18/16 Summary

The current texts of draft new Recommendation G.mdcspne “Mechanism for dynamic coordination of SPNE”, draft new Recommendation Q.115.2 “Logic for the control of Voice Enhancement Devices/Functions” which has been transferred by the WTSA-04 from SG 11 to Q.18/16 and the revised Recommendation G.161 "Interaction aspects of signal processing network equipment" were presented and approved by the group with no modification. During the meeting documents on interaction aspects between Text telephony/Fax transmission and Echo Cancellers were discussed and one Joint Meeting of the Questions 11, 14, 16, 18 and 26 was held to review the results of discussions and to agree a way forward on these topics. It was decided to write a Liaison Statement to SG11, 3GPP SA4, and 3GPP2 TSGA/WG2 about interoperability problems of Recorded Sounds and Voice Enhancement Devices, requesting information regarding the suitability of any existing protocols or features for the use in the application “Personalized Ringback Tone/Sound” and the development of the draft new Recommendation G.mdcspne. It was agreed to request for one experts meeting before the next SG 16 meeting to progress the work on G.161_2006, Q.115.2and G.mdcspne for the consent date 2006.



Question 21(B)/16 Summary

Question 21(B) will take responsibility to develop an End-to-end Service Architecture Framework that provides a common multimedia Framework that is consistent with the architecture of the broader communications network. This work will be done in close co-operation with the NGN work in SG 13. In summary, the objective of this Question is to ensure that the work of multimedia standardization under the Mediacom Project takes place within an architectural framework which promotes integrity of system design, scalability of solutions, reuse of system components, and consistency with the architecture of the broader telecommunications network. Final goal of the Question is to define a Multimedia Architecture suitable for ITU-T SG16. The challenge is a) how does such an architecture harmonize with other already existing architectures, and how does such an architecture complement the architecture works of others, especially of SG on NGN. Time will be a crucial factor, as the NGN Release 1 of the NGN SG is planned for the Fall of 2005. Q.21(B) took up the challenge and started this work. So, work has just started, no results yet.

Question 22(C)/16 Summary

The work on F.MDF has been completed and presented for Consent.Several contributions on new services over IP-based network including videotelephony, multimedia conferencing, distance learning and audiovisual on demand have been discussed and identified as four work items. Their scope has been clarified as service description and requirement.


 
Question 23(E)/16 Summary

At this meeting, Q.23 agreed to forward draft new Recs. T.802 and T.808 for Consent, and Corrigendum 3 to T.801 for Consent, which are common texts with ISO/IEC in the JPEG-2000 family of specifications.

Q.23 also drafted a LS to ISO/IEC JTC1 SC29 WG1 (JPEG) requesting their views on the addition of the MQ-Codec to T.81 | ISO/IEC 10918-1 (JPEG-1).



Question 24(F)/16 Summary

Q.24(F)/16 revised the work programme by considering current work progress and market needs. Ms. Subha Dhesikan (Cisco) agreed to be a new editor to complete H.323 Annex N(QoS). The concept of policy-based QoS control using metadata was presented, and it was suggested to incorporate the idea into a new draft recommendation H.trans.control.



Question 25(G)/16 Summary

Question 25/16 had a promising start into the new Study Period with a number of contributions addressed to the Multimedia-NGN security area. We have completed work on a new draft H.235 Annex G that is proposed for consent. The new annex describes the usage of the MIKEY Key Management Protocol for the Secure Real Time Transport Protocol (SRTP) within H.235; giving H.235 the capability to deploy secured real-time multimedia communication with SRTP and the also the potential to securely interwork with SIP systems that implement SRTP and MIKEY alike. We have further proposed for consent a new corrigendum 1 of H.235. We are continuing our efforts to further progress the new sub-series of H.235.x draft Recommendations as well as our studies in the context of the novel undertaking for secure federated Internet-based conferencing that are all within the core interest of Question 25. It is noted that Q.25 is closely cooperating with Q.5 on the security issues of MM-NAT/Firewall traversal.



Question 26(H)/16 Summary

After a contribution from Japan (D41), it was agreed to start work on developing a document on Guidelines for Accessibility. This document will be aimed at standards makers, manufacturers, network operators and regulators. A Liaison Statement was sent to Study Group 2 and TSAG informing them of this work. The group worked with Q16/16 on the problems found with passing textphone signals through network echo cancellers. This is likely to result in an amendment to the test definitions in Recommendation G.168. A new Special Working Group on Accessibility has been set up in ISO/IEC JTC1; it was agreed that we should liaise closely with this group. A liaison was sent to Study Groups 13, 11 and 19 reminding them of the need to consider accessibility requirements in the work on NGN. The group decided that it would be better if Question 26/16 were handled directly by the Study Group rather than being part of any particular Working Party. This is mainly because of the very broad nature of the work.



Question 27(I)/16 Summary

No contribution and no specific liaison to this Question has been received. The position of the Rapporteur is vacant. No progress in developing the Q.27(I) Recommendations has been made. It has been requested for a Rapporteur and for contributions, because if in two consecutive meetings no contributions are received the Question might be terminated.



Question 28(J)/16 Summary

Q 28(J)/16 presented for discussion the documents produced since last SG16 meeting: list of standards in e-health, draft roadmap and real practices of uses of standards in e-health. Some improvements have been done on the documents after the discussion, mainly regarding security and user requirements. Work carried out under the eHSCG umbrella (E-health Standardisation Coordination Group), group that involves other SDOs, has also been presented.



Question 29(K)/16 Summary

Question 29(K)/16 work items continued to receive few contributions, consequently progress is very slow. Discussions were held with 3GPP and Mobile Operators with regard to combined mobility H.323/GPRS. From 3GPP side, it is considered as possible that H.323 could be run over GPRS in a transparent manner.

Note: in the SG 16 Plenary, it was noted that in draft new Annex M.4/H.323 there is a reference to Q.1980.1, which has not been yet approved by SG 11. The meeting agreed to the Consent of this text on the condition that AAP LC for Annex M.4/H.323 starts only if the Q.1980.1 is approved by SG 11.
