  • Following the WTSA-08 mandate to coordinate its studies with ITU-T SG 9, collocated meetings of both study groups were held in the week of 26-30 October 2009. Opening plenaries of both groups were staggered so delegates could attend both meetings. No major issues were identified, since coordination is ongoing, in particular during IPTV-GSI meetings. A proposal for the generation of a consolidated publication of all IPTV Recommendations was supported.

Dates of next SG 16 meeting and interim Working Party meetings

The next meeting of ITU-T SG 16 is scheduled for Geneva, Switzerland, 19-30 July 2010. The meeting will be collocated in the first week with ITU-T SG 9, and is expected to host the ISO/IEC JTC1 SC29/WG11 (known as MPEG) during the second week, to facilitate joint work on media coding and on IPTV terminals.

No interim working party meetings are planned.

Summary of Questions’ Results

Question 1/16 Summary
Question 1/16 had a successful meeting and principally worked on progressing support of scalable video coding (SVC) in H.241/H.32x systems along with the addition of an optional parameter in H.241. Q1/16 reviewed some input documents pertaining to the common text ITU-T Rec. H.222.0 | ISO/IEC 13818-1 and proposed three Recommendations for Deletion (H.282, H.283 and T.136). Q1/16 also proposed two Amendments and two Corrigenda for Consent (H.222.0 Amd.4, H.222.0 Amd.3 Cor.1, H.222.0 Cor.3, and H.241 Amd.2). One interim Rapporteur Group meeting is planned. The Question plans to hold one interim Rapporteur Group meeting collocated with other WP 2/16 Questions.

Question 2/16 Summary
Question 2/16 had a successful meeting, completing work on several items in the work programme. The Question reached agreement to put forward revised versions of H.323, H.225.0, and H.245 for consent. Additionally, Q2/16 agreed to put forward two new Recommendations for consent and to put forward a revised H.323-series Implementors’ Guide for approval. The two new Recommendations extend the Network Address Translator (NAT) / Firewall traversal procedures already defined in the H.460-series Recommendations, enabling media flows directly between two communicating H.323 endpoints. One interim Rapporteur Group meeting is planned. The Question plans to hold one interim Rapporteur Group meeting collocated with other WP 2/16 Questions.

Question 3/16 Summary
Question 3/16 met for seven quarters to review some 83 documents. Q3/16 continued work on a number of existing work items which has resulted in 8 Recommendations for Consent: revised H.248.1v3, revised H.248.4, revised H.248.5, revised H.248.9, new H.248.64, new H.248.67, new H.248.71 and H.248.72. In addition to these Recommendations Q3 prepared two documents for approval: revised H-Series Supplement 2 “Packages Guide” and the H.248 Sub-Series Implementors’ Guide. Q3 started two new work items: new H.248.SRTP and H.248.FILTER. Q3/16 prepared two liaison statements. One interim Rapporteur Group meeting is planned. The Question plans to hold one interim Rapporteur Group meeting collocated with other WP 2/16 Questions.

Question 4/16 Summary
Question 4/16 made good progress in the work on the draft new Recommendation ITU-T H.codec.qoe “A framework for adaptive end-to-end QoS control based on variable bit-rate codec in wireless networks”. In particular, functional descriptions for codec mode control were provided in further detail and various editorial changes were made. In addition, experts were encouraged to bring contributions on advanced functions (e.g., QoS, mobility, security) for multimedia systems. One interim Rapporteur Group meeting is planned. The Question plans to hold one interim Rapporteur Group meeting collocated with other WP 2/16 Questions.

Question 6/16 Summary
A substantial portion of the work of Question 6/16 has been conducted jointly with ISO/IEC JTC 1/ SC 29/WG 11 (MPEG) in an organization known as "the JVT" (Joint Video Team) and with ISO/IEC JTC 1/SC 29/WG 1 (JPEG/JBIG). A meeting of the JVT was held in a co-located fashion with this meeting of SG 16. The JVT work has recently been concentrated on the maintenance and development of extensions for Rec. H.264 (a Twin Text Recommendation with ISO/IEC 14496-10) and associated Rec. H.264.1 conformance and Rec. H.264.2 reference software, including work on multi-view video coding (MVC) and supplemental enhancement information (SEI). Another important area was the planning the development of a future video coding standard, hopefully in cooperation with MPEG. Following the call for test materials issued in July, the Question completed a preliminary Call for Proposals, which is accessible from the SG 16 webpage. The primary goals for Q6/16 at this meeting of SG 16 were to review the progress of Q6, JVT, and JPEG work, to reach AAP Consent on those work items that have reached sufficient maturity, and to plan future work. These were met for nine work items in the H.264, T.800 (JPEG2000) and T.830 (JPEG-XR) families. Two interim Rapporteur Group meetings are planned. The Question plans to hold two interim Rapporteur Group meetings, possibly collocated with MPEG.

Question 7/16 Summary
Q7/16 issued a new version of the MCSD database including changes related to G.711.0, MPEG audio codecs and Speex codec. A contribution related to speech to speech translation was reviewed and it was agreed to support this activity whenever possible. No interim Rapporteur Group meetings are planned.

Question 8/16 Summary
Test results from two laboratories have confirmed that the candidate GSAD algorithm closely meets all of the ToR performance requirements, with a very small number of minor failures. Complexity, memory requirements and other ToR are met. Hence, it has been agreed to move new draft Rec. G.720.1 (ex G.GSAD) “Generic sound activity detector” for Consent. Further work is planned to develop a low complexity VAD-only Annex to G.GSAD, as well as produce a Technical Paper summarising the test results, provide input to ITU-T SG 12 on GSAD testing methodology, and conduct further characterisation testing. One interim Rapporteur Group meeting is planned. The Question plans to hold one interim Rapporteur Group meeting collocated with other WP 3/16 Questions.

Question 9/16 Summary
Question 9/16 completed the Technical Paper describing the performance of Recommendation ITU-T G.718 and agreed to propose it for approval by Study Group 16. The group addressed maintenance issues related to Recommendation ITU-T G.718 and agreed some corrections to the fixed point code. A promising decoder-only enhancement to the algorithm for music content containing high frequency pitches (e.g. female opera singers) was reviewed and an evaluation test plan has been requested from Q7/12. In order to allow the results of this test to be reviewed, it was decided to hold an interim meeting of Q9/16 in April 2010 (collocated with other WP 3/16 Questions). The agreed and open maintenance issues related to G.718 were documented in the G.718 issues list and a corrigendum is planned for July 2010. Given that Q10/16 was developing Amendment 2 to G.718, the opportunity was taken to incorporate some of the fixed point C code corrections from the issues list to the Recommendation as part of this Amendment and to jointly propose this Amendment for Consent by SG16.

Question 10/16 Summary
Q10/16 proposed to move for consent under AAP the mono superwideband extension to G.729.1 (new G.729.1 Annex E), the mono superwideband extension to G.718 (new G.718 Annex B) and a revision of the ITU-T Software Tool Library (Rec. G.191, a.k.a. STL2009). Q10/16 also approved a new Appendix to G.711 (new Appendix III on audio quality enhancement toolbox, ex “G.711-Plus”), a new Implementors' Guide to G.729, corrections to G.722 Appendix IV and a new Technical Paper on G.729.1 performance. The time schedule for the stereo SWB extension to G.718/G.729.1 was delayed by a few months to address a request from SG 12 to reduce the number of listening tests to be conducted in spring 2010. One interim Rapporteur Group meeting is planned. The Question plans to hold one interim Rapporteur Group meeting collocated with other WP 3/16 Questions.

Question 12/16 Summary
Question 12/16 had a productive and successful meeting, making progress on several key work items including requirements, architecture, and information flows for AMS. During this meeting, we received an initial contribution that will serve as the base text for the signalling syntax that will be used within AMS. Accessibility matters were discussed and we considered various network-based services that might aid in making services easier to access for everybody, including speech-to-text, text-to-speech, and speech-to-speech elements. The Question plans to hold one interim Rapporteur Group meeting collocated with other WP 2/16 Questions, in addition to regular audio conference calls every other week. Details will be announced with sufficient advance notice to the mailing lists used by the Question.

Question 13/16 Summary
Question 13/16 met 26-30 October 2009 in Geneva, Switzerland, under the chairmanship of Masahito Kawamori (NTT, Japan). It reviewed 57 contributions, and produced 38 documents, including 12 liaison statements. The group created eight new work items. Two of the draft Recommendations, H.740 (ex H.IPTV-AEH) and H.762 (ex H.IPTV-MAFR.2), were deemed fit for proposal to consent. The group also discussed and agreed that H.770.amd.1 will be proposed for agreement at the SG16 plenary. A new activity on the study of interoperability and conformance has been initiated. Mr Marcelo Moreno (Brazil) was appointed as Associate Rapporteur. The Question plans to hold one interim Rapporteur Group meeting collocated with other WP 2/16 Questions, and two other within the context of IPTV-GSI events.

Question 14/16 Summary
The goal for this meeting of Q14/16 was to continue the development of Recommendations V.150.1, V.151, V.152, T.38 and V.AMAT and complete the Draft for new Recommendation V.153 (ex V.IP2IP-VxF). The group made good progress on revising V.152 and T.38 and completed the text for the consent of V.153. Unfortunately no contributions or updated editor drafts were available on the new V.151 Annex F, so the goal set for Consent of this Recommendation was not met. No interim Rapporteur Group meetings are planned.

Question 15/16 Summary
Two contributions and sixteen temporary documents were discussed in this meeting. One contribution proposes the addition of some abbreviations to Clause 4 of G.IP2IP and the proposal was adopted. The other contribution proposes the inclusion in Clause 2 of G.IP2IP the complete list of references cited in the existing version of G.IP2IP and the proposal was agreed. A Corrigendum for I.733 was Consented to correct a technical mistake in the text recently approved. Some updates were made in G.IP2IP and its living list. One interim Rapporteur Group meeting is planned. The Question plans to hold one interim Rapporteur Group meeting collocated with other WP 1/16 Questions.

Question 16/16 Summary
Further progress was made in Question 16/16 on drafting text for revised Rec. ITU-T G.168 (V7) (Digital network echo cancellers), revised Rec. ITU-T G.160 (V2) (Voice enhancement devices), revised Rec. ITU-T G.169 (V2) (Automatic level control devices), new Annex E to Rec. ITU-T G.168 (Embedded echo cancellers), new Annex B to Rec. ITU-T G.169 (Automatic listener enhancement) and revised Appendix II to G.160 (Objective measures for the characterization of the basic functioning of noise reduction algorithms). Revised Appendix II to G.160 was put forward for Approval at this meeting. One interim Rapporteur Group meeting is planned. The Question plans to hold one interim Rapporteur Group meeting collocated with other WP 1/16 Questions.

Question 18/16 Summary
At this meeting, Question 18/16 advanced the work on drafting new Recommendation G.799.2 (ex G.MDCSPNE) “Mechanism for Dynamic Coordination of Voice Enhancement Signal Processing Functions”, revised Recommendation G.161 "Interaction aspects of signal processing network equipment" and new Recommendation G.SPNE “Signal Processing Network Equipment”. G.799.2 was put forward for Consent at this meeting. Liaison Statements were sent to SG 11, SG13, IETF, 3GPP, FG CarCom and to SG12. The Question plans to hold one interim Rapporteur Group meeting collocated with other WP 1/16 Questions.

Question 20/16 Summary
Q20/16 reviewed activities related to multimedia coordination, including outcome of recent IPTV-GSI and NGN-GSI Events, participation in the 2010 Fully Networked Car Workshop, organization of an e-Health Workshop. It also reviewed progress on Home networking and TDR priority issues. The Question produced one outgoing LS to SG 17 informing them on the SG 16 Liaison Officers for security issues. No interim Rapporteur Group meetings are planned.

Question 21/16 Summary
Question 21/16 discussed architecture aspects of multimedia systems such as home network, networked aspects of identification (NID), network-based speech-to-speech translation system (S2ST) and visual surveillance. NID, visual surveillance and S2ST were discussed jointly with Q22/16. A joint session with Q12/13, which held their meeting as a part of IPTV-GSI, was held for coordination on the NGN based home network. Also Q21/16 participated in a joint session with Questions of SG9 and reported interim joint activities. The Question plans to hold one interim Rapporteur Group meeting collocated with other WP 2/16 Questions, and another within the context of the January 2010 IPTV-GSI event.

Question 22/16 Summary
Question 22/16 discussed service descriptions and requirements on multimedia systems such as networked aspects of identification (NID), ubiquitous sensor networking (USN), visual surveillance and network-based speech-to-speech translation. It was agreed to Consent F.743 (ex F.VSreqs) on video surveillance requirements. For better coordination, Question 22/16 held its meeting jointly with other Questions, Q21/16 on NID and S2ST and Q25/16 on USN. The Question plans to hold one interim Rapporteur Group meeting collocated with other WP 2/16 Questions.

Question 24/16 Summary
Question 24/16 reviewed all the contributions to the meeting. We made good progress on the development of the draft new Recommendation F.MOCC during this meeting. A number of contributions on this subject as well as another Recommendation H.SA&TCFC are expected for the next Rapporteur’s meeting. The Question plans to hold one interim Rapporteur Group meeting collocated with other WP 2/16 Questions.

Question 25/16 Summary
Question 25/16 discussed five contributions and 14 liaison statements. Jointly with Q22/16, Q25/16 completed work on ITU-T Rec. F.744 (ex F.USN-MW) “Service description and requirements for ubiquitous sensor network middleware”, which was Consented at this meeting. Q25/16 also made progress on H.SNMF (SNMP-based sensor network management framework) and agreed to develop a new draft Recommendation F.USN-CC (Deployment guidance on USN applications and services for mitigating climate change). Q25/16 prepared six outgoing Liaison Statements and is planning on holding one interim Rapporteur Group meeting (collocated with other WP 2/16 Questions).

Question 26/16 Summary
Question 26/16 continued its work on new Recommendations for relay services and remote interpretation services. During the SG16 meeting, an accessibility workshop was held and a joint meeting with Question 4/2 took place. There was an increase in the number of participants but more contributions are needed. Resolution 70 encourages the participation of persons with disabilities in the work of the ITU. Sign language interpretation and speech-to-text services were provided during the Q26/16 sessions to help a deaf delegate to contribute to the work. This experiment was a great success.

The joint meeting of Question 26/16 and Question 4/2 (Human Factors) spent much of its time reviewing the results of the accessibility workshop held the previous day. Many topics were raised in the workshop that will be considered in the work of the two Questions. Two deaf delegates took part in the joint meeting using speech-to-text and sign language interpretation facilities. A LS was sent to SG13 on the accessibility requirements for the networked car, and another to TSAG concerning financial assistance needs of delegates with disabilities for attending meetings. The activities of the JCA-AHF were reviewed. No interim Rapporteur Group meetings are planned.

Question 27/16 Summary
The meeting of Question 27/16 reviewed the vehicle telecommunications related work underway in other ITU-T Study Groups and in other Standards Development Organizations. The Question plans to hold one interim Rapporteur Group meeting collocated with other WP 2/16 Questions.

Question 28/16 Summary
Question 28/16 met 26-30 October 2009 in Geneva, Switzerland, under the chairmanship of Masahito Kawamori (NTT, Japan). A new work item on a technical paper HSTP.EHMSI on “Multimedia service and interfaces for e-health” was created. No interim Rapporteur Group meetings are planned.

Recommendations agreed for deletion by SG 16 

ITU-T SG 16 agreed to the deletion of three of the Recommendations under its responsibility:

  • ITU-T Rec. H.282 (05/1999) “Remote device control protocol for multimedia applications
  • ITU-T Rec. H.283 (05/1999) “Remote device control logical channel transport
  • ITU-T Rec. T.136 (05/1999) “Remote device control application protocol
The three Recommendations will be formally deleted if no objections are received after a consultation period of three months.

  • Mr Yoshinori Goto (NTT, Japan) as Liaison Officer to the JCA-HN
    (NOTE: The study group also agreed to propose to TSAG the nomination of Mr Goto as co-convenor of the JCA-NID.)
