Major accomplishments
The Working Party agreed to start the approval process for:
- TAP Determination: ITU-T H.551 (ex F.VM-VMA) "Architecture of vehicular multimedia systems" (New) [SG16-TD422/WP2], which was based on the 2nd deliverable of the FG-VM. Following Determination,
SG16-R34 was prepared as well as the member state consultation in
TSB Circular 347.
- AAP Consent: ITU-T F.749.5 | ISO 23239-1 (ex H.VDS-UC) "Vehicle domain service: General information and use case definitions" (New), which is the result of the Joint Vehicular Domain Service (JVDS) team of ITU-T Q27/16 and ISO TC22/SC31 [SG16-TD425/WP2]. The JVDS closed activities in April 2021.

Summary of Questions' Results
Question 22/16 summary
There were no interim meetings of the Question between the SG16 meeting in April 2021 and the WP2/16 meeting on 27 September 2021. One RGM is planned for the Question and the results would be reviewed at the SG16 meeting planned online, 17-28 January 2022.
Question 23/16 meeting
Question 23/16 held one interim meeting online, 18-19 August 2021. Based on the nine contributions received, the meeting progressed the various work items under the Question and agreed to add a new WI to the work programme:
One outgoing LS was prepared by the Question and sent to ITU-T SG20 for Q23/16 informing on the new work item (
SG16-LS265). No further interim meetings are planned before SG16 in January 2022.
Question 24/16 summary
There were no interim meetings of the Question between the SG16 meeting in April 2021 and the WP2/16 meeting on 27 September 2021. One or two RGMs are planned for the Question and the results would be reviewed at the SG16 meeting planned online, 17-28 January 2022.
Question 26/16 summary
There was one interim meeting of Question 26/16 in the interim period, held online on 23 September 2021. This meeting was joint with Question 11/9 and focused on the discussion of a new work item created by Q11/9, on J.acc-us-prof "Common user profile format for audiovisual content". It was agreed that Q11/9 and Q26/16 would work together on it, utilizing IRG-AVA as the platform for discussion, with participation of the ITU-R SG6 experts. Other accessibility related ITU Recommendations, including those that specify profiles, such as ITU‑T H.702, will be considered as reference and studied for proper inclusion in the current draft. No other work items were discussed at this meeting. No outgoing LSs were prepared. It was agreed to continue discussion during the next IRG-AVA meeting, expected in November 2021, under the auspices of the ITU-T SG9 meeting. The meeting was informed that Q26/16 is planning to have a workshop on telecom relay services in November 2021, around the time of the above-mentioned IRG-AVA. More information will be circulated in the applicable SG16, SG9 and IRG-AVA e-mail reflectors.
NOTE – The WP2/16 meeting reviewed the LS from IRG-AVA in
SG16-TD669/Gen, related to J.acc-us-prof, which indicated IRG-AVA agreement to have the J.acc-us-prof developed jointly under it with inputs from ITU-R SG6, ITU-T SG9 and ITU-T SG16 experts.
Question 27/16 summary
Question 27/16 held two online interim meetings, on 2-3 September 2021 (postponed from July 2021) and on 23-24 September 2021. The Question completed work on TAP Recommendation ITU-T F.VM-VMA "Architecture of vehicular multimedia systems" which was originally developed under the ITU-T Focus Group on Vehicular Multimedia (FG-VM) and proposed for Determination as ITU-T H.551. The Question also reviewed the final draft of AAP Recommendation ITU-T H.VDS-UC "Vehicle domain service: General information and use case definitions", which was recently published as ISO 23239-1 after its joint development under the Joint Vehicular Domain Service (JVDS) team of ITU-T Q27/16 and ISO TC22/SC31. The text was proposed for Consent as ITU-T F.749.5. The base text of HSupITS-SD and FVG-AD-Reqs were updated. Two draft LSs were prepared for discussion by the WP2/16 meeting, which informed collaborating entities on the start of approval process for ITU-T H.551 (ex F.VM-VMA) and F.749.5 (ex HVDS-UC). No work items were agreed for creation or to be discontinued. Q27/16 requested an additional RGM on 25-26 November 2021 to progress the Q27/16 work programme and to coordinate with other groups.
Question 28/16 summary
Question 28/16 held two interim meetings, online, on 28-29 June 2021 and on 15-16 September 2021, to progress work various items, in particular the work items on accessible telehealth and on safe listening which are jointly developed with WHO. The drafts on tele-audiology, on the use of ultra-high definition in teleconsultation, and on health emergency rescue systems were also progressed.
The topic of safe-listening guidelines for e-sports, gaming and automobile audio systems was discussed and it was agreed to organize two specific workshops in these areas in the November-December 2021 time frame with. There is a draft call for identification of experts and test labs for conformance assessment of H.870. Further, in relation to outcomes of the workshop on COVID digital certificates organized in August 2021 in collaboration with SG17 and SG20, there was support to collaborate with the
Joint Initiative Council (JIC). The WP2/16 meeting welcomed the initiatives.
No new work item was initiated at this meeting and no outgoing liaison statements were prepared.
