Child Online Protection (CoP)

Background: Child Online Protection (COP) is a global challenge, and it requires a holistic approach and a global response, international cooperation, and national coordination to protect children from online risks and potential harm and empower them to fully benefit from online opportunities. Advocacy session would focus on importance of keeping children safe in the digital environment through of better understanding and empowerment.

Launch of Girls Digital Literacy in East Asia and Pacific Report by UNICEF

Background:

The ability to use digital technology safely and effectively is increasingly important to participation in today's world. Yet globally, girls and women are accessing and using digital technology in smaller numbers than boys and men. By the year 2030, up to 80 per cent of jobs in Southeast Asia will require basic digital literacy and applied ICT skills. Lack of knowledge around how to use technology is frequently cited as a key barrier. However, significant data gaps exist globally, and in East Asia and the Pacific specifically, around the digital literacy of girls and boys.[2]

This session is to provide an initial snapshot of adolescent girls' digital literacy across the East Asia and Pacific region from the newly launched report from UNICEF on Girls' Digital Literacy in the East Asia and Pacific Region with spotlight on Indonesia, Cambodia, Lao PDR, Viet Nam, and Timor-Leste.

Girls in ICT Day Asia and the Pacific presentation

International Girls in ICT Day is celebrated worldwide every year on the fourth Thursday of April (27 April 2023). Girls in ICT Day provides an opportunity for girls and young women to see and be exposed to the benefit of ICT in enabling their career and aspiration, particularly ICTs with an enhanced knowledge on TV broadcasting.

This session aims to share background of the Girls in ICT initiative, share inspiring experience of celebrations and series of activities that was organized by ITU and all Girls in ICT Day partners, plan of the Girls in ICT Day celebrations in Asia and the Pacific for 2023, as well as highlighting the importance of the role of broadcasters in the Girls in ICT initiative, the need to encourage girls and young women in rural areas that have limited coverage that is crucial to be featured in story telling as well as sharing on how broadcasting and digital technologies can expand such coverage in Asia and the Pacific.

Session 1: The future of broadcasting services: Challenges and Opportunities
Objectives: Growth in technologies have enabled multiple ways of consumption of content. New user patterns with interactive methods like Video-on-demand, Video-on-demand and time-shifted viewing are common applications now, which lead to more accurate AI-powered consumer behavior analyses and these new emerging services are getting more interest from users. Advanced TV sets offered in the market are addressing these demands with even greater integration between broadcasting and broadband service delivery. On the other hand the advances in computer power and open-source software, availability of large amounts of data and less expensive cloud data storage have made AI technologies (especially deep machine learning) to become an essential part of the industry. For example the impact of applications like ChatGPT  using open AI platform would have impact on how content and information are aggregated, delivered and consumed.  This session will discuss the challenges and opportunities in Asia & Pacific region to greately enhance content delivery in the era of AI.

Session 2:  Featured discussion: Inclusive and accessible broadcast media

Accessibility is for everyone, including specifically: persons with disabilities, older persons with age-related disabilities and those with learning disabilities, or people who live in a place where the language is different from their own. Countries signatories to the UN Convention of Rights of Persons with Disabilities (PWD) are responsible for ensuring Persons with Disabilities are responsible for ensuring ICT accessibility.

With evolution of technology, access services such as audio description, audio subtitles, closed captions and signing remains primary means of accessibility of media consumption for PWD, who remain an unattended potential market for broadcast.

This session aims to discuss the role of service providers and content creators to support a more inclusive future broadcast media through new and emerging technologies and innovation.

Session 3: Role of broadcast service during disaster and for enhancing resilience in the communication infrastructure.

Objectives: Asia and the Pacific is a region vulnerable to disasters. Over the years traditional broadcast media has played a key role in pre and post disaster management. But  with changing consumption patterns, how this role can be enhanced more effectively is the question that would be attempted to be answered during this session. In addition, the session would also highlight the importance of adopting Common Alerting Protocol (CAP) and the role of media to support Early Warning for All (EW4ALL).

Session 4 : Enablers for sustainable growth of broadcasting services

Objectives:

As a concluding session, this session would look into the requirements timely Policy, regulatory and market enablers for future impactful broadcast services,. The session would attempt to explore

  • Solutions to challenges of how broadcast media can support in achieving the social and developmental targets set by SDGs?
  • How AI biases should be addressed at policy formulation?.

The session will also present current and future regional and international standardization roadmaps pursued by dedicated groups with ITU. Emerging trends, strategies for sustainability, and role and opportunities to achieve social and developmental goals of SDGs using broadcast as a public service.
