Question 7/2: Recent progress on strategies and policies concerning human exposure to electromagnetic fields

Wireless technologies, including mobile devices and new applications, have become an indispensable part of daily life. However, the widespread use of radio-frequency electromagnetic fields (RF-EMF) continues to generate public concerns about potential health hazards. RF-EMF exposure is an important topic for policymakers, who must protect the public while preventing unnecessarily restrictive policies that could negatively impact the provision of services. This output report, developed in response to ITU-D Question 7/2 for the 2022-2025 study period, provides recent progress on strategies and policies concerning human exposure to electromagnetic fields. It synthesizes national experiences regarding risk communication, risk management, setting RF-EMF limits (based on ICNIRP/IEEE standards), and securing compliance. This framework helps administrations adopt robust national regulations and ensure citizens are protected and informed.
