The National Emergency Telecommunication Plan (NETP) Model Framework for West Africa provides practical guidance for countries to develop and implement tailored and customized national emergency telecommunication plans based on the specific needs of each country. It outlines policies, legal and regulatory frameworks, institutional coordination mechanisms, and technical approaches to ensure resilient and reliable communications across all phases of disaster risk management-mitigation, preparedness, response, and recovery. The framework supports governments in strengthening coordination among public authorities, the private sector, and humanitarian partners, and promotes the development of early warning systems and enhancing the resilience of telecommunication infrastructure to better protect populations from natural and other hazards.
