Developed by the United for Smart Sustainable Cities (U4SSC) initiative, A framework for enabling people-centred cities through digital transformation provides a comprehensive roadmap for urban leaders to harness innovation for inclusive, resilient development.
This deliverable shifts the focus from purely technological upgrades to a strategic and human-centric process. It emphasizes that technologies like the Internet of Things (IoT) and data-driven platforms are not end goals, but powerful enablers for improving quality of life and civic engagement. Aligning closely with Sustainable Development Goal 11, the report outlines critical policy levers, governance models, and stakeholder strategies necessary to equitably embed digital solutions within urban ecosystems. It also addresses vital risk management tactics to combat the digital divide, protect privacy, and mitigate climate impacts. By adopting this framework's core pillars, city planners can establish clear visions and benchmarks, ensuring their digital transformation journeys create connected, sustainable, and people-centered environments.
