Abstract:
In this paper, we extend the study of multilateral geospatial data-sharing mechanisms for humanitarian disaster response and present quantitative analysis on compiled activities for the study period of 2000 to 2024. We comparatively analyze changing dynamics of intergovernmental geospatial data sharing in quantitative terms, such as by mechanisms, countries, geographical regions, time, level of economic development, and hazard type. We observe that for the duration of 25 years, the range of countries which requested geospatial data through multilateral geospatial mechanisms has increased and the overall frequency of requests has increased at an accelerated pace within the past few years. We also observed changing and unique dynamics of the data requests within and between regions and level of economic development. The Asia region recorded the largest number of data requests during the study period and was the most engaged with all referenced mechanisms. Requests from the lower-middle income-level profile countries increased consistently in most years during the study period. The hazard type meteorological and hydrological was most frequently requested among all levels of economic development, but not commensurate to the number of reported disasters. This paper contributes to the existing literature of not only extending the study time frame for quantitatively examining geospatial data sharing for disaster response using publicly accessible resources but also highlighting key regional dynamics.
