The extension of high-quality broadband infrastructure to rural and remote areas is crucial to bridge the digital divide. USFs are a valuable source of funding in addition to commercial and non-profit operators, for both infrastructure and the development of innovative technologies, to serve communities in rural and remote areas. This paper explores the extent to which USFs can assist in bridging the urban-rural digital divide and the models that are suitable to make USFs more effective.
