Activities related to ITU Council Resolution 1408 on Ukraine

​​​​This webpage provides information related to the activities the ITU secretariat is undertaking to address this resolution, in particular focusing on monitoring and reporting, coordination mechanisms, technical assistance, capacity-building activities, and resource mobilization.




BACKGROUND

​During the last ordinary session, held in July 2023, the ITU Council modified Resolution 1408 on “Assistance and support to Ukraine for rebuilding their telecommunication sector". 

​The Council expressed grave concern, amongst others, over the devastating impact that the war against Ukraine has had on the operation of telecommunication facilities and services in Ukraine. This included the widespread destruction of critical infrastructure, and on Ukraine's sovereign right to regulate telecommunications within its territory.  

ITU council resolves to instruct the Directors of the three Bureaux:

​The ITU Council also instructed the ITU Secretary General to coordinate the activities carried out by the three Sectors of the Union in accordance with the measures above, to ensure that the Union's action in favour of Ukraine is as effective as possible.

Moreover, Member States were invited to support the Government of Ukraine on a bilateral level or in coordination with the Union, as indicated above, to respond to the call for pledges under the Partner2Connect Initiative, to provide financial contribution to the Special Fund, and to cooperate in the implementation of infrastructure projects in order to rebuild the telecommunications sector of Ukraine and improve Connectivity

RELATED REPORTS


The 3rd edition of the Rapid Damage and Needs Assessment (RDNA3) report is undertaken jointly by the World Bank, the United Nations, the European Commission, the Government of Ukraine. It estimates the total cost of reconstruction and recovery in Ukraine as well as it recovers damages incurred over a nearly two-year period from the start of the war. For the second year, ITU's provided its input to the chapter on 'Telecommunications and Digital'. The full report was released on 15 February 2024 and serves as a guiding document for the international donor community to assist in Ukraine's reconstruction process. 

 Initial Assessment of the Rehabilitation Costs for Five Broadcasting stations: Kharkiv, Vinnytsia, Trostyanets, Bilopyllya, Velyka Oleksandrivka (Coming soon) 

​ITU, in cooperation with the State Service of Special Communications and Information Protection of Ukraine (SSSICP) and the Broadcasting, Radiocommunications and Television Concern, carried out the “Primary Assessment of Rehabilitation Costs for Five Broadcasting Stations in Ukraine". The report presents five initial bankable project proposals for the rehabilitation and reconstruction of the stations with a build-back-better approach.
​Considering the events occurring in Ukraine, this country profile specifically aimed to provide a comparative analysis of the digital development level of the country before and after the war that started on the 24th of February 2022.


The interim assessment on damages to telecommunication infrastructure and resilience of the ICT ecosystem in Ukraine was developed to serve the purpose of programming effective assistance to Ukraine, and of facilitating resource mobilization to rebuild the telecommunication infrastructure in Ukraine.

ITU SPECIAL FUND IN TRUST FOR UKRAINE

​To ensure adequate financial and human resources needed for implementing the activities of Resolution 1408, ITU established the Special Fund in Trust. 

For the time being the Fund benefited from the contributions received from Japan (100 000 CHF), and the Czech Republic (23 000 CHF).
