ITU Executive Training Program on 5G implementation for Ukrainian officials

​Upon the request presented by The National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum, and the Provision of Postal Services of Ukraine, ITU has developed tailored capacity-building activities for Ukrainian officials involved in 5G implementation. 

To implement the program, the ITU Europe Office team organized five sessions from March to July 2024 that served for Ukrainian representatives as the platform for learning and exchanging the experience with the representatives of Three ITU sectors, Representatives of Polish, Lithuanian, and Romanian National authorities and representatives of the private sector – Nokia and Ericsson.

The comprehensive training program was designed to equip Ukrainian officials with essential knowledge and skills in policymaking, technical standards, spectrum management, and practical aspects of 5G implementation. ​

The program inluded the following sessions:

​​Session 1: Spectrum Management and 5G Roll-out” workshop led by the representatives of ITU Radiocommunication Bureau (8 May 2024) 

​This session covered the technological trends and key features of 5G networks, focusing on frequency resources, ITU's standardization activities, and the coordination and notification of 5G stations. It also addressed the implementation challenges that come with deploying 5G networks.

Session 2: Technical Standards Related to 5G and Beyond workshop led by the representatives of ITU Telecommunication Standardization Bureau (20 May 2024) 

This session provided an introduction to ITU-T and the global standardization landscape, focusing on network architecture, management, security, and privacy. It also covered Quality of Service (QoS), performance standards, fixed-mobile convergence (FMC), and emerging technologies beyond 5G.  





Session 3: 5G Networks Roll-out: A General Overview” workshop led by the representative of ITU Telecommunication Development Bureau (21 May 2024) ​

The session offered a comprehensive overview of global 5G deployment, including the evolution of global data traffic and the opportunities 5G enables. It featured discussions on country-specific 5G rollout strategies, new business models for network operators, and best practices for implementing 5G networks.  ​

Session 4: Industry Perspective to the 5G Roll-out with 2 workshops led by representatives of Nokia and Ericsson (23 May 2024) 

This session featured industry perspectives on 5G technology, including spectrum, mmWave technology, private 5G for industries, the global 5G market, leading market strategies, and the technical aspects of 5G network deployment, including non-standalone (NSA) and standalone (SA) network architectures.

Session 5.15G Roll-out Case Studies from European Countries with 2 workshops led by the representatives of the Communications Regulatory Authority of the Republic of Lithuania and Office of Electronic Communications of Poland (20 June 2024) 

This session presented case studies from Lithuania and Poland, detailing their 5G development plans, auction processes, current implementation statusfrequency allocation, the terms and conditions for C-band frequency reservations and​ the development of private networks.   




Session 5.2: 5G Roll-out Case Studies from European Countries” workshop led by the representatives of the National Authority for Management and Regulation in Communications (ANCOM) (12 July 2024) 

This session provided a detailed overview of Romania's 5G rollout, including development plans, policy implications, auction processes, and frequency licensing. It also covered the security of 5G networks, current implementation status, and the distinction between non-standalone and standalone networks. The session concluded with insights into the development of private networks and quality of service (QoS) standards.​

These sessions, delivered by ITU experts, countries' and industry professionals, provided participants with valuable insights into the intricacies of 5G deployment, ensuring that Ukraine is well-prepared to embrace the next generation of mobile communication technology.​​​
