From 2017 to 2023, the Hub served as a central platform for collecting, curating, and disseminating best practices on mHealth. It provided
technical and strategic support to Member States on implementing and scaling mHealth initiatives. The Hub also conducted research to identify
key enablers and barriers to adoption, while helping define
standards,
policy objectives, and
regulatory considerations relevant to mHealth in the European context.

Main objectives:
- To collect and share national experiences with large-scale mHealth implementation across a range of diseases and intervention types;
- To support countries in launching or scaling mHealth programmes and fostering collaboration with regional and global partners.

Ethical Principles:
The Hub shaped ethical guidance for mHealth, covering data privacy, informed consent, equity, and responsible innovation.
App Evaluation Framework:
Developed to guide evidence-based, safe deployment of digital health apps. It contributed to the WHO Tobacco Cessation Apps Framework.
Health App Repository:
Provided access to trusted health apps for stakeholders in Europe.
ITU Contributions:
Delivered reports and technical content to ITU Study Groups to support global digital health standards.
