BACKGROUND
The International Telecommunication Union (ITU) strives to enhance the cybersecurity readiness, protection, and incident response capabilities of its Member States. This is achieved through conducting CyberDrills at both national and regional levels, which serve to test an organization's cyber capabilities.
In the past decade, ITU has conducted 55 CyberDrills involving over 160 countries. These nations are dedicated to improving cybersecurity on a national and global levels. ITU CyberDrills are hosted at global, regional, and national levels.
The 2025 ITU Regional Asia-Pacific CyberDrill is scheduled to take place in the third or fourth quarter of 2025, with a to-be-confirmed location. This fully physical event aims to unite the cybersecurity community across the region and foster international cooperation. The drill will underscore the crucial role of national and other relevant Computer Security Incident Response Teams (CSIRTs), in building cyber resilience and safeguarding critical information infrastructure.
OBJECTIVES
The
2025 ITU Regional Asia-Pacific CyberDrill
tailored event sessions around four thematic concepts Reflect, Share, Learn and Practice.
Reflect:
Bring together the global cybersecurity community to review major regional cybersecurity trends and consider improvements based on the five pillars of ITU Global Cybersecurity Agenda (GCA) and The Global Cybersecurity Index (GCI).
Share:
Promote knowledge sharing of beneficial communication networks, and exchange funding stream resources.
Learn:
Build capacity for the CSIRT communities within incident response and critical information infrastructure protection (CIIP).
Practice:
Test operational resiliency key concepts across CSIRT/CIRT/CERT community.

PURPOSE
The event provides a platform for analysis and discussion on regional and national requirements, actions, initiatives, and capacity building through cyber incident simulation labs. This is aimed at protecting regional and national critical infrastructures and enhancing the cooperationspecializinga-Pacific ITU member states in cybersecurity, among other crucial regional aspects. Governments, institutions, and/or national CSIRTs are invited to participate with their technical staff specializing in cybersecurity and managerial representatives.
FORESEEN ACTIVITIES
All activities will be delivered physically over the course of one week.
The ITU experts, in cooperation with partners in the field, aim to conduct:
Day 1
: Regional Conference (Reflect & Share): Featured speakers will include cybersecurity leaders from the government, international and regional organizations, and other stakeholders. They will share best practices and lessons learned around cybersecurity.
Day 2:
Training Sessions (Learn): ITU will conduct two parallel training sessions, chosen from the following topics. It will be split into two tracks: a Technical Track, and a Management Track.
Day 3 & Day 4
Scenario-based exercises (Practice): Exercises are one of the highlights of the ITU CyberDrill.
It is expected that the Practice session will have between four to six exercises. An open coffee break will be provided in parallel to the delivery of each of the scenarios in the morning and afternoon, for participants to either take coffee or continue the scenario exercise.
TARGET AUDIENCE
ITU regional CyberDrills are open to national CIRT/CERT/CSIRT experts from the region that hosts the CyberDrill. However, invitation to the CyberDrill security training and plenary sessions may be extended to other stakeholders in the region. Additional stakeholders include senior government officials, cybersecurity experts, industry related players, and other relevant stakeholder groups from the ICT and cybersecurity sectors. At the culmination of the drill, participants will have had an opportunity to build and extend their network of cybersecurity experts in the region.

Day 1 is open to all relevant stakeholders who want to attend and listen.

Days 2-4 are only open to attendees from the member states from ITU Asia-Pacific regions, who are nominated participants from the national administrations.

We recommend that all participants attending the CyberDrill have a computer/laptop.
