Ms. Doreen Bogdan-Martin was elected Director of the ITU Telecommunication Development Bureau in November 2018 and took office on 1 January 2019, and is the first woman in ITU history to hold one of the organization's top elected management positions.
She is a strategic leader with more than 30 years' high-level experience in international and inter-governmental relations, and a long history of success in policy and strategy development, analysis, and execution.




Dr. Mohamed Al-Kuwaiti is currently holding the position of the Executive Director of the Talent Development Directorate at NESA and an advisor in analysis and cyber security domain. In 2013, He joined NESA as the Executive Director of Government Operations, where he managed the National and International government relations. He held various positions there including the Executive Director of Operations Analysis and Cyber Security. In 2011, he was the Chief Technical Analyst at Ministry of Interior where he directed and managed various technical and administrative tasks. He also held other positions, such as Operations Director and CTO of the Counter Terrorism Center. He was stationed at The Embassy of The United Arab Emirates – Defense, Air, and Naval Military Attaché Office in Washington, D.C., as a Diplomatic Attaché. 
With 18 years of experience, Dr. Al Kuwaiti has been an​ avid speaker at various conferences such as IEEE, RSA, Cyber Warfare Europe, Tele Strategies, ISS World MEA, International Anti-Cyber Crimes Conference, Future War Summit etc., Dr. Al-Kuwaiti presented the UAE Cyber Security Framework at INTERPOL in Singapore and organized various events such as National Cyber Security Exercise and Cyber Quest. His interests are consulting on detecting, monitoring and responding to cyber warfare, Network Forensics, Corporate Governance & Process, and national cyber policy. 
Dr. Al-Kuwaiti has published numerous studies and lectured at many conferences. He is an honorable member of Society of Engineers – UAE, IEEE Society, Golden Key National Honor Society and Computer Society. He is a visiting lecturer on Cyber Security at few universities such as Khalifa University and National Defense College in Abu Dhabi. He holds a Doctorate in Computer Engineering and Network Security from George Washington University in the USA and a M.Sc. degree in Telecommunications and Computer Networks. He also holds a M.A. degree in International and Civil Security. Dr. Al-Kuwaiti has won various awards such as Best Lecturer, Dean honors list, leadership Awards, best Design Projects.​

Ms. Marjo Baayen is the Director of the Global Forum on Cyber Expertise (GFCE) – a multi-stakeholder platform for countries, international organizations and private companies to exchange best practices and expertise on cyber capacity building.The GFCE is the outcome of the Global Conference on Cyber Space 2015 and Marjo has had a key role as Project Leader in the organization of this Conference. With over 20 years of management experience in international cooperation programmes and project management in Asia, Africa, Europe and the USA, she currently leads the operational management of the GFCE Secretariat and is responsible for the overall coordination of GFCE Meetings and Working Groups.Marjo holds an MSc in Public Administration and Policy.

Ms. Anett Mádi-Nátor has more than a decade of experience in strategic and administrative layers of information security, cybersecurity, and cyber defence both as a private sector subject matter expert and as a government representative. She is VP of Cyber Services, a niche cyber security service provider operating internationally and is responsible for Strategic Business Development. Besides, she is the President of Women4Cyber Foundation Europe launched by European Cyber Security Organisation (ECSO) and the European Commission. Furthermore, Anett is member of the Board of (ECSO), Co-chair of ECSO SWG6 responsible for Dual Use Technologies (Defence and Space).


Mr. Chris Gibson brings a wealth of relevant and up-to-date experience in setting up and managing CERTs at the very highest levels of the worldwide Information and Cyber Security community.
Chris spent over 12 years working in the Computer Emergency Response Team (CERT) world at Citigroup and, for 10 years, was part of the leadership of the Forum of Incident Response and Security Teams (FIRST); 2 as Chair. Within FIRST he implemented the Fellowship program. This was created to fund CERTs from UN-designated “Least Developed Nations” (LDCs) allowing them both to join FIRST and attend conferences and training.
Chris joined the UK Government's CERT-UK team in November 2013 to build and launch the UK’s first formally chartered national CERT, joined Close Brothers as Chief Information Security Officer in November 2016, moved to Orwell Group as CISO in Jul 2018 and joined FIRST as it’s Executive Director in May 2019.
Chris’ experience has allowed him to work with colleagues from both inside some of the world’s largest global financial institutions with the complexities that brings and also with colleagues from the incident response community, with members ranging from Microsoft and Oracle through to the national CERTs of Azerbaijan and Indonesia.

Ms. Shawn Richardson is on the board of directors at FIRST.org and is the senior manager of product security incident response (PSIRT) at NVIDIA.  She has spent the last 20 years working in various security assurance, incident response, and privacy roles at companies like Palo Alto Networks, Amazon, and Microsoft.  When not preparing for the next disaster, she enjoys trying new outdoor activities in the Pacific Northwest, hanging out with her husband, Patrick , and their rescue cats (Lily and Izzy) and building Lego Architecture Series.

Mr. Lukas Böttcher, Vice-Chair, Steering Committee of the EQUALS Global Partnership for Gender Equality in the Digital Age
Policy Advisor, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH
Lukas Böttcher is a policy advisor for the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Lukas works in the Sector Programme Education where he advises the German Federal Ministry for Economic Cooperation and Development (BMZ) on ICT in education. His current activities focus on the G20 #eSkills4Girls initiative promoting the participation of women and girls in the digital economy to overcome the digital gender divide. In 2021, he took over the Vice-Chair of the EQUALS Steering Committee on behalf of BMZ.
Lukas holds a master’s and a bachelor’s degree in Media and Culture Studies from Heinrich-Heine-University Duesseldorf and was a research assistant prior to joining GIZ in early 2019.
