Smart Data Ukimet is an information and analytical system designed for collection, storage and comprehensive analysis of data accumulated in the information systems of government agencies.​​​​​​​

Data Lake concept​


The Smart Data Ukimet data lake is a centralized platform that aggregates data from government agencies into a unified standard. It provides simplified integration of information systems, automatic real-time data collection, and transformation into an analysis-friendly format. This enables the creation of transparent and accurate decision-support systems for the country's leadership, allowing them to monitor key indicators, identify risks, and develop effective public policy measures.​ ​​

 

Privacy-conscious analytics


Within Smart Data Ukimet, all personal data undergoes hashing and depersonalization procedures in accordance with the Law of the Republic of Kazakhstan “On Personal Data and Its Protection”. This approach prevents direct access to sensitive information, ensuring the security and confidentiality of citizens. The analytics systems operate only with anonymized datasets, allowing government agencies to make decisions based on high-quality statistics without risking violations of personal data protection rights.

Digital Family Card

The Digital Family Card is a scoring model of family well-being that takes into account 120 parameters from more than 20 data sources. The Digital Family Card modernizes the approach to social support for citizens, enabling personalized proactive assistance to vulnerable families while optimizing business processes.​​

Analysis of domestic producers

Analysis of domestic producers – an assessment of the economic health of enterprises applying for government subsidies. The real-time dashboard shows areas still dependent on imports and provides analytics on employment and payroll. Thus, the project transforms support for local production from fragmented reports into comprehensive Big Data analytics and AI-based predictive models, enabling the government to make more accurate management decisions, reduce import dependency, and develop long-term measures to stimulate the industry.

The platform allows real-time monitoring of fuel levels at gas stations across regions and generates weekly forecasts for deputy ministers on potential shortages. Integrating fragmented databases into a single repository provides a unified source of reliable information, reduces the time required for data reconciliation, and improves the quality of management decisions. Based on aggregated data, predictive analytics tools are developed, enabling early identification of potential shortages and the implementation of proactive measures.​

Proactive public services

​​​The “Proactive Public Services” case focuses on transitioning from a request-based model to an automatic service delivery model for citizens. The platform enables the identification of life events (such as the birth of a child, reaching retirement age, changing residence, etc.) and proactively offers services to citizens without the need to submit an application. This approach reduces red-tape burden, accelerates access to support, minimizes human error, and enhances trust in public services. As a result, proactive services become a tool that ensures targeted and predictable social policy, while also fostering a new culture of interaction between the government and citizens.​

Smart Data Ukimet architecture relies on open-source tools, enabling the government to significantly reduce licensing and maintenance costs. This approach ensures independence from foreign vendors, flexibility in customizing solutions, and the ability to quickly adapt to new tasks. Furthermore, the use of open-source software promotes the development of local expertise, strengthens the IT community, and facilitates the adoption of advanced global technologies in public administration without excessive costs.
