The “Digital Family Card” (DFC) case is a key tool of Smart Data Ukimet, developed jointly with UNDP and the Ministry of Labour and Social Protection of the Republic of Kazakhstan. The system uses over 100 indicators from more than 30 government data sources and is based on the Alkire–Foster international methodology for multidimensional poverty assessment. The DFC enables real-time segmentation of all families in Kazakhstan by well-being levels, allowing support to be targeted at the most vulnerable groups. The practical impact is already significant: thanks to the DFC, more than 52.000 Kazakhstani citizens have moved out of poverty, and over 4.5 million public services have been delivered proactively. The system has become the foundation for a new model of social governance, where bureaucracy is replaced by analytics and precise digital criteria.

The implementation of the DFC has opened up opportunities to optimize key government processes. For example, under the “Kezekte” program, the waiting list for subsidized housing was almost halved: the analysis identified approximately 300 000 citizens who did not meet the criteria, of which 90 000 were removed in 2022–2023. This allowed resources to be reallocated in favor of those who are truly in need. Another case involved the automation of juror selection: the time required to compile lists was reduced from 60 to 2 days, the number of jury cases increased more than sixfold (over 500 cases during 2023–2025), and time expenditures decreased by 97%. Thus, the DFC demonstrates that digital analytics can not only combat poverty but also dramatically increase the transparency and efficiency of public services, including the transition to a wide range of proactive services of the future.
