The “Proactive Public Services” case within Smart Data Ukimet has become a true breakthrough in public administration. Instead of citizens having to contact government agencies, gather documents, and submit applications themselves, the system automatically identifies life events and offers services to individuals without unnecessary steps. This approach is particularly important for socially vulnerable groups: families who have lost a breadwinner or a job, large families, and people with disabilities — they now receive assistance without bureaucratic barriers. A striking example — when a child is born, the mother receives an SMS with congratulations within an hour, along with three services: choosing the child’s name, registering the birth certificate, and specifying an account to receive the allowance. Thus, the government does not wait for citizens to apply; it reaches out to them at the moment when assistance is most needed.
Today, more than 50 proactive services are already available in Kazakhstan, and over 4.5 million public services have been delivered in this format. Each service transition is formalized at the regulatory level through a joint order between MAIDD and the relevant authorities, making the process institutionally sustainable. Thanks to Smart Data Ukimet, Kazakhstan has become one of the few countries in the world to implement such a large-scale proactive service model. This strengthens citizens’ trust, reduces social tension, and demonstrates to the international community a new level of digitalization in the public sector, where Big Data and artificial intelligence technologies are transformed into genuine care for people.
