SESSION BACKGROUND

Join us for the launch of A guide to developing a national emergency roaming framework​ on 23 June 2026, 14:00-14:45 CEST, via Zoom. 

The session will present key highlights of the guide, provide an overview of how national emergency roaming can be enabled in practice—including regulatory, operational, and coordination aspects—and conclude with an audience Q&A.​

The guide helps governments to put in place clear regulatory and operational arrangements for domestic roaming services when certain networks are damaged and fail. Such arrangements ensure the continuity of essential voice and data services and are critical to preparing for network outages in times of disaster. ​It also serves as a reference for mobile network operators (MNOs) seeking to establish bilateral agreements for emergency roaming services. It will be made available for download on this webpage following the official launch.

Background

Disasters and major network disruptions can severely impact mobile connectivity at the time it is most needed for public warning, emergency calls, coordination of first responders, and humanitarian relief. Recent increases in the frequency and intensity of natural hazards such as hurricanes, floods, earthquakes, and wildfires have further underscored the importance of resilient infrastructure and effective emergency preparedness. These events demonstrate the critical role of telecommunications in enabling emergency communications, coordinating response efforts, and supporting affected communities. Strengthening mobile network systems—including base stations, transmission facilities, and power supplies—is therefore essential to maintain connectivity during crises and save lives.​
