This interpillar Early Warnings for All (EW4All) roadmap validation workshop, co-hosted by the World Bank and organized by the Directorate General for Civil Protection (DGPC), aimed to validate Haiti’s roadmap across all four pillars of the EW4All initiative. It brought together a range of national, local and international stakeholders including United Nations Disaster Risk Reduction Agency (UNDRR), World Meteorological Organization (WMO), International Federation of Red Cross and Red Crescent Societies (IFRC), the World Bank, Haiti’s national telecommunications regulator Conseil National des Télécommunications (CONATEL), Télévision nationale d'Haïti, and the two mobile network operators serving the Haitian market, Digicel and Natcom.
One of the highlights of the workshop was the demonstration of a manually triggered, location-based, short-message service (SMS) alert under the EW4All framework. The test was conducted in collaboration with CONATEL, DGPC, and Haiti’s two mobile network operators.
The demonstration involved the transmission of more than 50,000 test SMS alerts bearing the official sender ID of the DGPC to mobile subscribers in Cap-Haïtien (see screencapture of the SMS received by the mobile subscribers on the right).
In addition, as part of the workshop, a Common Alerting Protocol (CAP) training session for DGPC staff members was led by ITU, supporting the reinforcement of Haiti's commitment to developing an effective Mobile Early Warning System.
