  • The ITU and the EU started a cooperation in 2008 to collaborate on harmonizing ICT policies within the ACP countries.​

  • ITU and the EU launched three projects in ACP countries targeted at developing and promoting harmonized policies and guidelines for the ICT sector, as well as human and institutional capacity building in the field of ICT through training, education, and knowledge sharing measures. ​

​​HIPCAR – Enhancing Competitiveness in the Caribbean through the Harmonization of ICT Policies, Legislation and Regulatory Procedures
​​​HIPSSA – Support for Harmonization of the ICT Policies in Sub-Sahara Africa
​ICB4PAC – In parallel to the ITU and EU co-funded project in the Caribbean, the same organizations launched a similar project in the Pacific region
