The 2026 ITU Subregional CyberDrill for Pacific is scheduled to take place on 30-31 July 2026 in Papua New Guinea. This event is organized by the International Telecommunication Union (ITU), hosted and co-organized with the Pacific Cyber Security Operational Network (PaCSON).
The 2026 Subregional CyberDrill for Pacific will be held as part of the PaCSON Annual General Meeting (AGM) 2026. The aim of the event, intended for Administrations, institutions, national CIRT/CERT/SOC, national cybersecurity teams with technical officials, management-level officials and law enforcement officers, is to strengthen communication and incident response capabilities of the participating teams, fostering ongoing collaboration to effectively counter cyber threats in the subregion. The 2026 Subregional CyberDrill for Pacific shall enhance communication and incident response capabilities of the participating teams, as well as strengthen collaboration in mitigating cyber threats among Computer Security Incident Response Teams (CSIRTs) in the Pacific subregion.

The 2026 ITU Subregional CyberDrill for Pacific will structure its event sessions around four key concepts: Reflect,
Share,
Learn, and
Practice.

Reflect: Unite the subregional cybersecurity community to analyze prominent regional cybersecurity trends and contemplate enhancements based on the five pillars of the ITU Global Cybersecurity Agenda (GCA)[1] and The Global Cybersecurity Index (GCI).

Share: Promote knowledge sharing of beneficial communication networks, and exchange funding stream resources.

Learn: Enhance the capabilities of the CSIRT community in incident response and protection of critical information infrastructure (CIIP).

Practice: Test key operational resiliency concepts across CSIRT/CIRT/CERT community.
The event provides a platform for analysis and discussion on subregional and national requirements, actions, initiatives, and capacity building through cyber incident simulation labs. This is aimed at protecting regional and national critical infrastructures and enhancing the cooperation between Pacific ITU member states in cybersecurity, among other crucial regional aspects. Governments, institutions, and/or national CSIRTs are invited to participate with their technical staff specializing in cybersecurity and managerial representatives.

PROGRAMME AND TARGET AUDIENCE
ITU subregional cyberdrill is open to national CIRT/CERT/CSIRT experts from the subregion that hosts the cyberdrill.Training and scenario-based exercises are only open to attendees from the member states from ITU Asia-Pacific regions and PASCON members, who are nominated participants from the national administrations.
All activities will be delivered physically over the course of 2 days as part of the PaCSON Annual General Meeting.
- The first half of the Day 1 will be structured around workshops aimed at building technical and management capacities.
- The second half of the Day 1 and full Day 2 will be dedicated to CyberDrill exercises, structured around various scenarios and cyber incident simulations.
