STRENGHTHENING LEGAL, POLICY AND COMPLIANCE FRAMEWORKS FOR CIIP

Improving Cybersecurity in general and CIIP in specific has become a priority for governments around the world. In general there are three ways how the public sector can act: Through policies, through legislation and through enforcement/compliance processes. The training aims to share experiences and best practices with regard to all three areas – not in a purely academic way, but hands on. It will include an introduction into the challenges for governments when it comes to Cybersecurity and CIIP and best practices when drafting policies, legislation and enforcement. In order to allow the participants to get a more practical understanding of the challenges for governments, the session will include a Live Cyber Incident Simulation. Such simulations are used by governments (usually on the ministerial level) to better understand the practical implications of attacks and test the response. They have been part of various ITU capacity building projects. The participants of the training will take the position of decision makers of a fictitious nation state that is under attack. They will be able to take decisions how to proceed and see the impact of their decisions on the development of the attack. At the end of the training participants will have the chance to ask questions in an extended Q&A session.​

TRAINER




​Prof. Dr. Marco Gercke is an international expert in the field of Cybersecurity and he for more than fifteen years advises governments, international organizations and large enterprises on this matter. He is director of the Cybercrime Research Institute - an independent global think tank dealing with Cybercrime and Cybersecurity. Holding a PhD in criminal law with a focus on Cybercrime he is for several years teaching law related to Cybercrime, International Criminal Law and European Criminal Law at the University of Cologne. He was and is working as an expert for several international organizations among them the Council of Europe, the European Union, the United Nations and the International Telecommunication Union (ITU). Marco was member of the High Level Expert Group that advised the Secretary General of ITU within the process of developing the Global Cybersecurity Agenda (GCA) and is scientific advisor to Europol.
With more than 1000 speeches in over 100 countries and over 100 scientific publications, Prof. Gercke is one of the world's leading experts in the field of Digitalization and Cybersecurity. He advises governments, organizations and large enterprises around the world on strategic, political and legal issues in the field of cybersecurity. Over the past 15 years, he has worked in over 100 countries across Europe, Asia, Africa, the Pacific and Latin America. He drafted policies, strategies and legislation for various governments – very oft as a consultant for the United Nations/ITU.
