Ms. Atsuko Okuda was appointed as the Regional Director of the International Telecommunications Union Regional Office for Asia and the Pacific in April 2020. Prior to the new assignment, she was the Chief of the ICT and Development Section at the United Nations Economic and Social Commission for Asia and the Pacific from 2015 to 2020, where she promoted the development of regional broadband connectivity through the implementation of the Asia-Pacific Information Superhighway initiative.


Ms. Natalia Mochu, Regional Director, ITU Regional Office for CIS Region. Before joining the ITU in February 2020, Natalia occupied the post of Senior Manager for Global Stakeholder Engagement for Eastern Europe and Central Asia at the Internet Corporation for Assigned Names and Numbers (ICANN). In 2012-2018 she worked as Deputy Head of Laboratory at the Radio Research and Development Institute (NIIR) in Moscow. From 2006 to 2012 Natalia worked for the Executive Committee of the Regional Commonwealth in the field of Communications (RCC), in particular she was the RCC Executive Committee Deputy Director General in 2008-2012. Natalia started her professional career as Specialist of the Ministry of Information Development of the Republic of Moldova in 2002. Mr. Farid Nakhli received his Master of technical sciences degree in the Belarusian State University of Informatics and Radioelectronics in 2009. From 2008 to 2015 Farid worked in the system of the Ministry of Communication and Informatization of the Republic of Belarus managing projects on nation-wide ICT strategy and policy analysis, monitoring of ICT infrastructure and e-government development, regulation and standardisation, and development of relevant software. In 2015 he joined the Corporate Strategy Division of the International Telecommunication Union (ITU) as Planning and Management Consultant. Since 2016 Farid works as Programme Coordinator and later as Programme Coordinator at the ITU Regional Office for CIS based in Moscow, where his responsibilities include ICT strategy and policy advise, management of projects on ICT development and organization of regional events.

Mr. Calvin Chan is the Programme Administrator for the ITU's Regional Office for Asia and the Pacific, based in Bangkok. He holds a MSc in Development Management from the London School of Economics. His professional experience focuses on policy issues related to the digital economy, innovation, ICT for development, and trade facilitation, with publications for clients including APEC, FCDO, UNESCAP, and USAID.

​Ts Mohd Shamir bin Hashim is currently the Senior Vice President of the International and Government Engagement of CyberSecurity Malaysia, the agency that monitors e-sovereignty of Malaysia. An engineer by training he has more than 30 years of ICT working experience in the telecom and IT sectors.
Mohd Shamir holds a Masters Degree in Information Management (MSc) from the Faculty of Information Management, University Technology MARA, Malaysia. He also holds a Bachelor of Science Engineering in Civil Engineering from the University of Missouri – Kansas City, USA. In addition, Mohd Shamir is a certified Professional in Critical Infrastructure Protection (PCIP) from the Critical Infrastructure Institute, Canada, and an Associate Business Continuity Professional (ABCP) of the DRI Institute. In recognition of his contribution in information security, he is a recipient of the Information Security Leadership Achievements (ISLA) 2010 from (ISC)2 A senior management member of CyberSecurity Malaysia, Ts. Mohd Shamir is heavily involved in the national and international cybersecurity platforms such as serving as the Head of the Permanent Secretariat to the Organisation of Islamic Cooperation - Computer Emergency Response Team (OIC- CERT) since 2009, Steering Committee Member of the Asia Pacific Computer Emergency Response Team (APCERT) since 2010 and currently sits as the Chair to APCERT on behalf of the agency. He represents CyberSecurity Malaysia as a member of the OIC Science and Technology Committee and Executive Committee Member of the Annual Coordination Meeting of OIC Institutions (ACMOI). Nationally, Mohd Shamir is currently heading the membership committee of the Global Accredited Cyber Security Education or Global ACE Scheme and registered with the Malaysia Board of Technologist as Professional Technologist.
Presently, he is very much involved with the ministries and government agencies to front CyberSecurity Malaysia in providing the necessary information required to keep them update on the national cyber security matters. This includes supporting the government in implementing the Malaysia National Cyber Security Policy and the national committee for mitigating cyber security incidences. Internationally, he is highly involved in the establishment of the Organisation of Islamic Cooperation - Computer Emergency Response team (OIC-CERT) and now plays an active role in the daily operation and administration of the organization. Regionally, he is active in representing Malaysia, through CyberSecurity Malaysia, in the Asia Pacific Computer Emergency Response Team (APCERT). He maintains a well-deserved national and international reputation in his field where he had been invited as keynote speakers and panellist in various local and international conferences.


​Mr. Tlagat Mustagulov began his career in 2013 as an engineer of the Department of multimedia services and broadcasts of the videoconferencing system of JSC NC KazSatNet.
Since 2014 he worked as the chief expert of the Department for Control in the Field of Communications and Informatization of the Agency of the Republic of Kazakhstan for Communications and Information, as well as in the Committee for Communications, Informatization and Information of the Ministry for Investments and Development of the Republic of Kazakhstan.
In 2016 he was appointed head of the security monitoring department of the Committee for State Control in the Field of Communications, Informatization and Mass Media of the Ministry of Information and Communications of the Republic of Kazakhstan.
Subsequently, he held the position of head of the monitoring department of critical facilities of the Information Security Committee of the Ministry of Defense and Aerospace Industry of the Republic of Kazakhstan.
In connection with the reorganization, he received a similar position in the Information Security Committee of the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan.
On 7 February 2020 he was appointed Deputy Chairman of the Information Security Committee of the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan.

Ms. Margarita Belyakova, Deputy Director of the Cyber Security Department. 
As part of the international area activity, he takes an active part in the implementation of tasks to ensure international cooperation in the field of personal data protection, in particular, participates in preparations for the meetings of the Consultative Committee of the Council of Europe Convention on the Protection of Individuals with regard to Automated Processing of Personal Data (ETS №108) regarding consideration materials of the said Committee.



Ms. Goh Yan Kim is the Deputy Director at the National Cyber Incident Response Centre (NCIRC) within the Cyber Security Agency of Singapore (CSA), overseeing the incident response and management for incidents affecting Singapore’s critical information infrastructure sectors. Yan Kim also leads the Singapore Computer Emergency Response Team (SingCERT) at CSA. SingCERT
is Singapore’s national CERT. SingCERT provides technical advice to our Singapore constituents, including preventive measures that individuals and organisations should take to strengthen their cyber security posture, as well as incident response measures to take when they have encountered a cyber
incident. As part of our work to protect our constituents, SingCERT also issues alerts and advisories on the most recent vulnerabilities and cyber threats to raise awareness and to encourage our constituents to take the necessary steps to protect themselves.
Prior to her appointment in NCIRC, she was in the Strategy Division and was a key member in the team that drafted Singapore's Cyber Security Strategy and the Cyber Security Act.

Mr. Adli Wahid is a Senior Internet Security Specialist at the Asia Pacific Network Information Centre (APNIC). He is responsible for the APNIC's engagement with the security community and the lead for the APNIC Community Honeynet Project. His engagement activities include providing technical support & training for network operators, Law Enforcement Agencies and CERTs/CSIRTs.​​



Mr. Velimir Radičević is representing the OSCE Secretariat’s Transnational Threats Department, specifically on cyber/ICT security issues. 
In this capacity, he helps manage and facilitate projects on enhancing implementation of Confidence-Building Measures (CBMs) under Permanent Council Decision 1106 and 1202 on OSCE CBMs to Reduce the Risks of Conflict Stemming from the Use of Information And Communication Technologies (ICTs) and supervises their programmatic and administrative outputs. He is currently engaged in an initiative aimed at enhancing the work of the OSCE-wide network of cyber/ICT security Points of Contact.
In his previous roles in the OSCE, Velimir has helped implement and managed a multi-year higher education initiative in the OSCE Mission in Kosovo.
Apart from his experience with the OSCE, Velimir has gained experience as a Public Administration Reform Advisor for the Prime Minister of Serbia. He holds a post-graduate diploma in International Development from the University of London.


Dr. James Boorman, Head of Research and Capacity Building, Oceania Cyber Security Centre (OCSC) has been working in information security for the last 20 years in the UK and Australia. He is Head of Research and Capacity Building at the not-for-profit OCSC in Melbourne, Australia. At the invitation of host governments, James has led and co-authored several national cybersecurity capacity reviews in the Pacific, with support from partners including: ITU, APT, APNIC and the World Bank. James is an active member of the GFCE Working Group on Cyber Security Policy & Strategy and works with partner nations and the capacity building community toward a safer and more secure cyberspace for all.
