Ms. Atsuko Okuda was appointed as the ITU Regional Director for Asia and the Pacific in April 2020. Prior to the new assignment, she was the Chief of the ICT and Development Section of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), in Bangkok, Thailand, from 2015 to 2020. Before joining ESCAP, Ms. Okuda served the United Nations Economic and Social Commission for Western Asia (ESCWA) from 2012 to 2015 and contributed to the Umoja project, the UN Secretariat ERP initiative, as Testing Manager at the Department of Management, UNHQ, from 2010-2012. From 2002 to 2010, she was responsible for promoting a wide range of ICT for development initiatives at ESCAP and the United Nations Economic Commission for Africa (ECA) as Senior IT Officer. She started her UN career in the area of ICT for Development at the Regional Bureau for Asia and the Pacific, the Bureau for Development Policy and UNDP Country Office in Bhutan. Ms. Okuda obtained Bachelor’s degree from Kyoto University (Japan), a Master’s from Helsinki University (Finland), and has currently been enrolled as a research fellow on e-governance at the United Nations University – Maastricht Economic and Social Research Institute on Innovation and Technology (UNU-MERIT) in the Netherlands.​​

With the focus of achieving the United Nations Agenda for Sustainable Development, Mr. Sameer Sharma is responsible to the ITU Member States, Sector Members and Academia in the South-Asia region to develop the digital economy through Digital Transformation using ICTs.
Mr. Sharma is regional lead on Cybersecurity and his role includes developing National Cybersecurity Strategies, establishment of CIRT and Child Online Protection (COP) framework. He is also regional lead on E-Waste to assist Member States to take advantage of the opportunities of ICTs to address the challenges linked to climate change the region. Mr. Sharma’s technical experience includes migration of legacy networks to Next Generation Networks, Conformance and Interoperability, Type Approval, Interactive Terrestrial Transmission Map, National Broadband Policy frameworks and Wireless Broadband Master Plans, IoT, IMT/5G and bridging the standardization gap. Prior to ITU, Mr. Sharma has worked as an Advisor for the Malaysian Communications and Multimedia Commission (MCMC), General Manager for Celcom, Malaysia and Director, Telecom Regulatory Authority of India (TRAI). He also has an extensive experience working in the Television and Radio broadcasting industry. Mr. Sharma holds an MBA in Telecom Management and Bachelor of Engineering in Electronics and Communications (Honors).​

Paul Wilson has nearly 30 years’ involvement with the Internet, including 20 years as the head of APNIC, the Regional Internet address Registry for the Asia Pacific. In this role, he has led APNIC’s development as a provider of critical Internet services and as a key contributor to Internet growth and development throughout the Asia Pacific. Paul has worked as an expert and leader across the full range of communities and organizations involved in Internet development, including ISPs and network operators, non-profit organizations, governments and governmental agencies; and with many key organizations including RIRs, the IETF, ICANN, ISOC, APEC-TEL, the ITU and others.


​Dr. Carsten Rudolph is Associate Professor for cybersecurity at the Faculty of IT at Monash University, Head of Department for Software Systems and Cybersecurity and Director of Research of the Oceania Cyber Security Centre OCSC in Melbourne, Australia. His research concentrates on information security, formal methods, cryptographic protocols, security of machine learning and human aspects of security with a strong focus inter-disciplinary topics. He contributes to the development of secure solutions for digital health as well as future energy networks. Further, he drives scientific exchange between cybersecurity, law and organisational informatics. Another focus of his research is on nation-level cybersecurity maturity and policy development. In his role as Director fo Research of the OCSC he collaborates with Oxford University to carry out cybersecurity maturity reviews with nations in the Pacific region.  

​General Tan Sri Mohd Azumi bin Mohamed (Rtd) is the Chairman of the Board of Directors CyberSecurity Malaysia. He served ass Chairman of the Organisaation of Islamic Cooperation Computer Emergency Team (OIC CERT) from 2009 until 2013 and its current Advissor. He led CyberSecurity Malaysia to the asia Pacific Computer Emergency Response Team (APCERT) Annual General Meetingss in Tokyo in 2015 and New Delhi in 2017 where CyberSecurity Malaysia was elected as the Deputy Chair for 2019/2020.
General Tan Sri Mohd Azumi has delivered keynote address on Cyber Security at international conferences in Oman, Dubai, Beijing, Marrakesh, Cairo, Bangkok, Bandung, Brunei, Brisbane, Jeddah, Manila and at The InfoForum Khanty Mansysk, Russia in 2017, 2018 and 2019. He received The Professional Award INFOFORUM UGRA 2018 at Khanty Mansysk Russia for Development of Professional Relations in Information Security. More recently, General Tan Sri Mohd Azumi (Rtd) was also invited to address the "Internaation UGRA Club of information Security Experts" at Khaty Mansysk.



Megat Muazzam Bin Abdul Mutalib is the Head of Malaysia Computer Emergency
Response Team or in short, MyCERT - a department within CyberSecurity Malaysia. He is
responsible in Cyber999 Incident Handling and Emergency Response daily operation, which
primarily focuses on incident alert or threat issue, related to Malaysia constituency and the
Malware Research Centre. Has experience in IT Security for more than 10 years such as
network security, penetration testing, web security, malware research and honeypot
technology.
Recognized for his capability of conducting numerous training and talks for various
organisations locally and internationally on topics ranging from introduction to advanced
security courses. Megat has also involves in various global computer security initiatives such
as the Forum of Incident Response Teams (FIRST), the Asia Pacific CERT (APCERT), the
Organization of the Islamic Cooperation – CERT (OIC-CERT), the Anti-Phishing Working Group and the Honeynet Project. Occasionally, he speaks at conferences such as OICCERT,
FIRST and Infosec.MY.

Mr. Marwan Ben Rached is a Cybersecurity Coordinator at ITU (International Telecommunication Union ) and has more than 14 years’ experience in Cyber Security. Marwan has provided information security consulting services and has managed cybersecurity projects for the governments and the private sector and also he has been involved into the regional cybersecurity assistance, by helping different developing countries to enhance their cybersecurity capabilities. Marwan received a Master and Engineer degrees in Computer Science from the University of Sousse, Tunisia and also he holds various Cybersecurity Certifications.




Mr. Klee Aiken. A Chicagoan lost in the Asia-Pacific, Klée is currently working as the Principal Pacific Partnership Advisor at CERT NZ, the national CERT for New Zealand. He works to build stronger partnership across the Pacific and with the global incident response community to support cybersecurity capacity building in the region. He is also a member of the Global Forum on Cyber Expertise (GFCE) Research Committee and Editorial Board of the International Journal of Digital Peace and Security (IJDPS) which seeks to enrich dialogue across disciplines to unpack the challenges and opportunities of the digital space. 

Prior to joining the CERT NZ team Klée was the Senior Advisor – Strategic Engagement & Capacity Building at APNIC, the Regional Internet Registry for the Asia-Pacific. In this role he worked to promote and realize APNIC’s vision of a global, open, stable, and secure Internet across the region’s 56 economies as well as internationally. He has worked on Asia-Pacific cyber issues since 2013 having also served as a GFCE Advisory Board member and as an analyst with the International Cyber Policy Centre at the Australian Strategic Policy Institute (ASPI).

Sh. S.S. Sarma, Scientist ‘F’ is working as Director of operations in the Indian Computer Emergency Response Team (CERT-In). He is handling computer security incidents reported to CERT-In, and coordinates response and remediation actions for incidents of malicious code infections, Botnets, web intrusions and attacks on Industrial Control Systems. He is involved in tracking of cyber threats and issuing security alerts and advisories. He is looking after the activities of Cyber Swachhta Kendra (Botnet Cleaning and Malware Analysis Centre). He is a CISSP and Certified Ethical Hacker. He is trained in Information Security and incident handling at CERT/CC, Carnegie Mellon University. He has overall experience of 29 years in computer communications, broadcasting and cyber security. 

Rohana Palliyaguru presently serves as the Chief Operating Officer at Sri Lanka CERT|CC, the national CERT of Sri Lanka.
He is a pioneering team member of Sri Lankan CERT, having joined the team at its very inception in 2006. He has a BSc Eng (Honors) Degree in Electronics and Telecommunication Engineering and an MBA in IT from the University of Moratuwa. 
Rohana is a GIAC Certified Incident handler, Certified Ethical Hacker (CEH), Computer Hacking Forensics Investigator (CHFI) and has been involved in handling and resolving many security incidents of varying flavours during his time at Sri Lanka CERT. 
He plays a significant role in setting up the National Certification Authority and National Cyber Security Operations Center in Sri Lanka, whilst being engaged in international collaboration efforts of Sri Lanka CERT|CC as a Steering Committee member of APCERT.  ​

Ms. Radhika Orari, Sr.ICT Officer, Technical Team member of Bhutan Computer Incident Response Team(BtCIRT). Responsible for Incident analysis and response, Monitoring of Security Operation  Center, Honeynet, Cyber Threat Intelligence, cybersecurity training and awareness,  administration and enhancement of CIRT tools and systems. ​
