	Bruno Ramos se graduó en ingeniería electrónica en la Escola Politécnica da Universidade de São Paulo (USP) y posee dos maestrías, una en regulación de telecomunicaciones y la otra en ingeniería electrónica, de la Universidad de Brasilia (UnB). La carrera de Bruno Ramos se centró en el sector de las telecomunicaciones y las cuestiones relacionadas con las tecnologías de la información y la comunicación (TIC). Trabajó para empresas como TELESP (Telecomunicações de São Paulo) y TELEBRÁS (Telecomunicações Brasileiras) antes de unirse al organismo regulador brasileño, Anatel, donde trabajó durante más de 16 años. Bruno Ramos fue el Superintendente de Anatel para comunicaciones de datos, móviles y satelitales. Como representante brasileño en la UIT, fue Vicepresidente de las Comisiones de Estudio del Sector de Normalización de la UIT entre 2000 y 2013. En varias ocasiones, Bruno Ramos fue el Jefe del Brasil. En varias ocasiones, Bruno Ramos fue el jefe de la delegación brasileña en conferencias internacionales. Desde 2013, Bruno Ramos es el Director Regional de la UIT para la Región de las Américas, con sede en Brasilia, y es responsable de mantener y desarrollar relaciones con representantes de los niveles más altos en relación con los gobiernos y miembros de la UIT, organizaciones regionales e internacionales para adoptar iniciativas y proyectos relacionados con el desarrollo del sector de las telecomunicaciones y de ellos el Director Regional de la UIT de TICA, el Sr. Ramos también es responsable de la planificación, coordinación e implementación de todas las actividades, iniciativas y proyectos de la UIT en la región de las Américas, que involucra coordinación entre la Oficina Regional y las oficinas del Área en Bridgetown, Santiago y Tegucigalpa. Es responsable de la supervisión directa de todo el trabajo de la UIT en las Américas, destacando la asistencia y el apoyo a los países relacionados con la regulación de telecomunicaciones / TIC, la gestión y el monitoreo del espectro radioeléctrico, el fortalecimiento de las instituciones de telecomunicaciones y el desarrollo de capacidades en telecomunicaciones /TIC en las Américas, entre otros.
	Pablo Palacios is Telecommunications Engineer of the Escuela Politecnica Nacional, Quito-Ecuador and MBA in International Management of the Hochschule für Wirtschaft und Umwelt (HfWU), Nürtingen-Geislingen, Germany. Since 2013, Pablo is working as Programme Officer of ITU for the Area Office in Chile, the focal point for the Cybersecurity and the focal point for International Internet Access (IXP) for the America Region. Pablo has worked three years at the ITU-T with the Study Groups and he has about six years working in different national telecommunications companies in Ecuador, public and private.

PDI official for more than 22 years, 12 years as investigator of Computer Crimes of PDI, Chief of the Valparaíso Cybercrime Investigation Brigade. Professor of "Cybersecurity" at the PDI and Head of the National Cybersecurity Center of the Chilean Investigative Police.

	Eduardo M. Rodriguez Avila, Ingeniero Electrónico especialista en telecomunicaciones y tecnologías de la información, con certificaciones internacionales en Seguridad de la Información ISO/IEC 27001 y Gestión de Servicios ISO/IEC 20000, candidato a la Certificación Internacional “ISO/IEC 27032 Lead Cybersecurity Manager”, Certificado en “Seguridad de la Información” por la Korea Internet & Security Agency KISA y certificado “IT Management” por el C-DAC India y Centro de Excelencia Gobierno de la India, IP-CEIT PERU. Responsable de la Unidad Informática del Instituto Nacional de Investigación y Capacitación de Telecomunicaciones NICTEL-UNI desde el 2007. Previamente Diez años de experiencia como Especialista en Telecomunicaciones en la misma Entidad.

Postgraduate Marketing Oriented to Service Companies - National University of La Plata. Professional development courses at AIIM-New York, Chicago and Ananheim and at the Madrid School of Industrial Organization. University Professor in Computer Science and Systems. Visiting professor at the UTN in postgraduate courses. Winner of several national AI and safety awards. Author of the First Communications Network of the Province of Buenos Aires.
	Graciela Martínez is the Head of LACNIC’s CSIRT (Computer Security Incident Response Team). LACNIC CSIRT provides the requisite services to reinforce computer security incident response capabilities where incidents may involve Internet addresses, Autonomous System Numbers and Reverse Resolution within Latin American and Caribbean region. In addition to this, Graciela also is the head of AMPARO - a cyber security training programme. This training programme aims to build capacity to create and operationalise Computer Security Incident Response Teams (CSIRTs), and spread know-how and engagement across the region. Graciela has over 20 years of experience in IT, of which she dedicated more than 15 years to information security and outreach activities within the LAC CSIRT community on the one hand, and with other international information security communities.
	Mr. Shernon Osepa is the Director, Caribbean Affairs and Development of the Internet Society (ISOC). Previously he was the Manager for Regional Affairs for Latin America and Caribbean at ISOC. Prior to joining ISOC, Shernon was the Manager Regional Relations Caribbean for ICANN for more than three years. Before ICANN he worked as a Policy Advisor with the Telecommunications & Post Regulatory Authority (Bureau Telecommunicatie en Post) in the Netherlands Antilles for almost 6 years. Previously he worked with the local telecommunication’s incumbent operator UTS/Setel in Curaçao, for almost nine years. Shernon is a national of Curaçao. He holds a Bachelor’s degree in Electrical Engineering from the University for Professional Studies in Eindhoven, the Netherlands, a Bachelor’s degree in Business Administration from the University for Professional Studies in Enschede the Netherlands and a Master’s degree in Telecommunications Regulation and Policy from the University of the West Indies in Trinidad & Tobago. He is a co-founder and contributed to the development of the “Caribbean Peering & Interconnection Forum (CarPIF). SIDS (Small Islands Development States), Digital Economy Development, Natural Disaster Mitigation Strategies and Cybersecurity are also key areas of interests. At WSIS 2017 (World Summit on Information Society) he was selected as a High-Level Track Facilitator, representing the global technical community. He is fluent in Dutch, English, Spanish, Papiamento and has a working understanding of French and Portuguese. Shernon is based in Curaçao.
