| Pablo Palacios is Telecommunications Engineer of the Escuela Politecnica Nacional, Quito-Ecuador and MBA in International Management of the Hochschule für Wirtschaft und Umwelt (HfWU), Nürtingen-Geislingen, Germany. Since 2013, Pablo is working as Programme Officer of ITU for the Area Office in Chile, the focal point for the Cybersecurity and the focal point for International Internet Access (IXP) for the America Region.
Pablo has worked three years at the ITU-T with the Study Groups and he has about six years working in different national telecommunications companies in Ecuador, public and private.

| Graciela Martínez is the Head of LACNIC’s CSIRT (Computer Security Incident Response Team). LACNIC CSIRT provides the requisite services to reinforce computer security incident response capabilities where incidents may involve Internet addresses, Autonomous System Numbers and Reverse Resolution within Latin American and Caribbean region. In addition to this, Graciela also is the head of AMPARO - a cyber security training programme. This training programme aims to build capacity to create and operationalise Computer Security Incident Response Teams (CSIRTs), and spread know-how and engagement across the region. Graciela has over 20 years of experience in IT, of which she dedicated more than 15 years to information security and outreach activities within the LAC CSIRT community on the one hand, and with other international information security communities.
