（呼号系列、MID）的行政程序，并维持国际电联关于生命安全的水上业务数据库。

来自世界各地的电信及信息通信机构和主管部门的 5 000多名专家参加了研究组的工作，为无线电通信全会奠定技术基础，起草ITU-R建议书（无线电通信标准）和报告，并编写无线电通信手册。

无线电规则

无线电规则

《无线电规则》（RR）涵盖世界无线电通信大会（WRC）的各项决定，包括所有附录、决议、建议和引证归并的 ITU-R 建议书。

《程序规则》由无线电规则委员会（RRB）批准，通过澄清现行《无线电规则》（RR）特定条款的应用或确定该现行《规则》可能尚未规定的必要实用程序对该现行《规则》予以补充。

 
 
In Memoriam: Larry Olson

It is with deep sadness that we announce the passing of Larry Olson on 16 September 2026. An electrical engineer, Larry joined the United States Federal Communications Commission (FCC) in 1963 and went on to serve in senior roles in its International Bureau, including as Assistant Chief of the Strategic Analysis and Negotiations Division.

Over a distinguished career spanning more than six decades, he helped develop technical and regulatory frameworks for broadcasting and other radiocommunication services, represented the United States at major ITU conferences and led delegations to ITU and bilateral negotiations.

He made significant contributions to ITU-R as Vice-Chair of Study Groups 10, 6 and 3 and as Chair of Working Parties 10A, 6E and 6A. Larry will be remembered as a valued colleague, mentor and friend. ITU-R colleagues extend their sincere condolences to his family and colleagues.
