About WRCs

ITU World Radiocommunication Conferences (WRCs) are held every three to four years to review, and, if necessary, revise the ITU Radio Regulations, the international treaty governing the use of the radio-frequency spectrum and the geostationary-satellite and non-geostationary-satellite orbits. Revisions are made on the basis of an agenda determined by the ITU Council, which takes into account recommendations made by previous world radiocommunication conferences.

About RAs

ITU Radiocommunication Assemblies (RAs) are defined in Article 13 of the Constitution and Article 8 of the Convention, while the working methods of the Assembly are described in § A1.2 of Resolution ITU-R 1-7. RAs: respond to requests from ITU conferences and report to WRCs on the progress in matters that may be included in the agenda of future WRCs; approve ITU-R Recommendations and ITU-R Questions developed by the Study Groups; set the work programme for Study Groups; and establish and disband Study Groups as required. RA-19 responsible for the structure, programme and approval of radiocommunication studies, will precede WRC-19.

About CPMs

In accordance with Resolution ITU-R 2-7 , the Conference Preparatory Meetings (CPMs ) shall prepare a consolidated Report on the ITU-R preparatory studies and possible solutions to the WRC agenda items, to be used in support of the work of WRCs.
