In November 2006, the ITU Plenipotentiary Conference in Antalya, Turkey, reaffirmed ITU’s focus on implementing the outcomes of the World Summit on the Information Society (WSIS). The conference delegates also gave ITU a clear mandate to focus on infrastructure and cybersecurity.

Resolution 146 was adopted, calling for a review of the International Telecommunication Regulations (ITRs) and resolving that a World Conference on International Telecommunications (WCIT) be convened in Geneva in 2012.

Bearing in mind the United Nations General Assembly Resolution 60/252 of 27 March 2006, stipulating that a World Information Society Day should be celebrated every year on 17 May, the Antalya Conference decided to combine this celebration with the existing World Telecommunication Day to create a World Telecommunication and Information Society Day.
