CIS REGION SHARES ITS GOVTECH EXPERIENCE: ITU GLOBAL REPOSITORY ENRICHED WITH ANALYTICS BUILDING BLOCK

Digital Services & GovStack

23 September 2026

Digital Government Cooperation in the region resulted in new global digital public good. Comprehensive technical specifications for Analytics Building Block, based on Kazakhstan's eGov product Smart Data Ukimet added to the ITU Global Repository.

Regional Achievement and Global Impact

This milestone represents a major shift for the CIS Region, where digital transformation started in the mid 2000s – late 2010s, with at least a decade delay from the UN E-Government Development Index (EGDI) leaders, such as Denmark, Republic of Korea, Singapore and Estonia.

With a delayed start in digital transformation and persistent ICT infrastructure challenges most CIS Region countries initially began their journey in the lower half of the UN EGDI; however, those that accumulated sufficient age of institutional reforms and leveraged opensource GovTech solutions have successfully leapfrogged toward the top. Driven by pioneering regulatory frameworks stepped from the mid-2000s in countries like Kazakhstan and Russia, as well as rapid modernization of interoperability and telecom networks in late starters like Uzbekistan, the CIS Region has shifted away from mere technology adoption. Today, CIS Region countries are pioneering their own unique GovTech solutions, which they are increasingly ready to share with the global community.

What is Included in the Analytics Building Block?

The ITU GitBook repository features four complementary information products designed to turn raw government data into clear analytical dashboards and triggers for evidence-based decision-making:

Technical Specifications: A deep-dive core resource containing technology-neutral requirements, standards, interfaces, and architectural expectations for building the component.

Reference Implementation: A deployable stack of open-source tools, including Apache Airflow, ClickHouse, and Apache Superset.

Use Case: A practical example focusing on household welfare profiling and setting up proactive social support, which can be adapted by any government.

The Case of Kazakhstan: A real-world country case study demonstrating proactive public services along with the underlying legal and architectural frameworks (modeled after advanced approaches like Smart Data Ukimet).

This extensive analytical and expert work was made possible through the implementation of the ITU regional project Cooperation on Digital Government in Central Asia and the Caucasus.

Technical Consultations in Bishkek

To provide detailed clarifications on the newly developed Analytics Building Block and facilitate their practical implementation, ITU experts Aliya Almatova, Project National Coordinator, and Adilet Aisautov, Project Technical Expert, conducted expert consultations in Bishkek on 18 August 2026 to hand over and deep-dive the technical specifications to the Kyrgyz Republic.

Consultations in Dushanbe

Expanding the footprint of these newly developed technical specifications, consultations were held in Dushanbe on September 23 with the Innovation and Digital Technology Agency. During the meeting, the Agency's leadership confirmed Tajikistan's high level of interest in leapfrogging existing GovTech solutions by rapidly adopting regional best practices. It was emphasized that open access to architectural building blocks through the global ITU GovStack platform empowers member states to leverage proven digital public goods, significantly reducing the time and resources required to deploy resilient national digital services.
