Government digital transformation is becoming an unconditional priority for all countries without exception. This is a new norm to ensure efficient and transparent public administration, accessible citizen-centric and business-friendly digital public services. Globally, in the region, and even among departments within the country, digital transformation's pace is significantly different.

To assist ITU Member States in achieving their digital transformation objectives, ITU is implementing the Regional Project "Digital Government Cooperation for Central Asian and Caucasus countries" (2025-2026). The project is focused on bringing together regional expertise, promoting the exchange of opinions and technical solutions, and strengthening partnerships and cooperation to accelerate the digital transformation of public administration.

By sharing experience at the regional level and involving international GovTech expertise through GovStack experts, countries are able to assist one another, particularly those starting their journey to digital transformation. By implementing universal, scalable, and interoperable building blocks (the GovStack approach), this journey can be reduced from a decade to several years.

Countries share their experiences and best practices in a series of technical webinars. Webinars focus on public authorities' representatives and experts from organizations directly involved in digital public infrastructure planning, information platforms development, introduction of artificial intelligence, and big data analytics.

The introductory webinar held on September 18, 2025 was dedicated to government digital transformation essentials, as well as approaches to building a reliable cloud infrastructure, including through localization of digital public goods.

On September 25, 2025, the participants talked about the digital registry building block, the basis for providing public services in electronic form and increasing transparency of public administration activities. Uzbekistan and Kazakhstan experts shared their experience in creating interoperability platforms, allowing for the integration of different information systems into a cohesive infrastructure for seamless data exchange.

Organization of webinars was preceded by a regional survey of the beneficiary countries on digital government development experiences, digitization level, priorities and needs. The training activities were built upon the results.

Eight more webinars will be organized before the end of the year (the next ones will be held on 9 and 27 October). Recordings, registration form, programs as well as speakers’ presentations are available on the dedicated webpage

The project is implemented by the ITU Regional office for CIS with technical support from the "National Information Technologies" JSC (Kazakhstan) and financial support from the Eurasian Development Bank.
