Scope of collaboration:
FIRST is an important partner for ITU Cybersecurity in the realm of best practice sharing on computer incident response, engagement in joint events, within the Global Cybersecurity Index development, and for the purpose of facilitating affiliation of national CIRTS of member states.
ITU and FIRST signed a cooperation agreement in 2014 to facilitate the affiliation process of ITU Member State’s national CIRTs to FIRST and to make use of FIRST’s Best Practice Guide Library (BPGL) throughout the various phases of its CIRT establishment programme
ITU and FIRST are joining forces to deliver training during the ITU’s organized cyberdrills
ITU has significantly contributed to the elaboration of the FIRST CSIRT Services Framework
FIRST attended the weightage assignment meeting of GCI in May 2018 and further provided weightage for the score calculation of indicators of GCI 2018.

In January 2014, ITU signed a cooperation agreement with FIRST, the Forum of Incident Response and Security Teams.
FIRST is a premier organization and recognized global leader in incident response, bringing together a wide variety of security and incident response teams, who cooperatively handle computer security incidents and promote incident prevention programs.
The objective of this agreement is to establish collaboration between ITU and FIRST, within the framework of the ITU Global Cybersecurity Agenda and in accordance with commonly agreed goals for a more secure and safer information society and on the basis of mutual benefit whereby:
ITU will facilitate the affiliation process of ITU Member State’s national CIRTs to FIRST.
ITU will be able to make use of FIRST’s Best Practice Guide Library (BPGL) throughout the various phases of its CIRT establishment programme.
