OVERVIEW


The Global Online Safety Alliance for Educational Resources (GO-SAFER) is a new multi-stakeholder initiative led by the International Telecommunication Union (ITU) in collaboration with the World Health Organization (WHO), the University of New Hampshire (UNH), and supported by Safe Online​ITU gratefully acknowledges the financial support provided for this programme by Safe Online.

GO-SAFER aims to improve global access to high-quality educational resources on online safety, supporting educators, policymakers, child-serving organizations, and parents in strengthening prevention education and building safer digital environments for children and youth.

BACKGROUND


Prevention education is a proven strategy to address challenges such as bullying, sexual violence, and other harmful behaviours among children and young people.
GO-SAFER applies these same evidence-based principles to one of today's most pressing challenges — online child sexual exploitation and abuse (OCSEA).

The initiative builds on ITU's Child Online Protection (COP) Guidelines and leverages WHO and UNH's landmark research on What Works to Prevent Violence Against Children Online?.

OBJECTIVES


GO-SAFER seeks to:
  • Consolidate existing quality educational resources in a centralized global repository to improve access.
  • Highlight programmes that are evidence-informed and aligned with international best practices.
  • Monitor and disseminate emerging research and evaluation findings related to online safety education.

EXPECTED OUTCOMES


The initiative will contribute to:
  • Increased dissemination and use of quality prevention programmes.
  • Improved content and messaging in newly developed and existing initiatives.
  • Expansion of online safety education to countries and regions with limited coverage.
  • Integration of online safety into broader, multi-topic educational frameworks.
