This document reports on the measures undertaken by the secretariat to strengthen ITU's regional presence, in alignment with the ITU Strategic Plan as well as the Kigali Action Plan. It summarizes the debates that have taken place on the criteria for the establishment of future regional and area offices, and seeks to assist TDAG in providing its views on the topic.
