ITU Secretary-General


Doreen Bogdan-MartinDoreen Bogdan-Martin took office as Secretary-General of the International Telecommunication Union (ITU) on 1 January 2023.

With over three decades of leadership experience in global telecommunications policy, Ms. Bogdan-Martin has emphasized the need for digital transformation to achieve economic prosperity, job creation, skills development, gender equality, and socio-economic inclusion, as well as to build circular economies, reduce climate impact, and save lives. Her historic election by ITU Member States in S​eptember 2022 made her the first woman ever to head the ​1​60-year-old organization. Known for mobilizing innovative partnerships, she aims to promote meaningful connectivity, intensify cooperation to connect the unconnected, and strengthen the alignment of digital technologies with inclusive sustainable development.​​

International Submarine Cable Resilience Summit 2026
"When it comes to critical digital infrastructure like submarine cables, resilience is both an end-to-end imperative and a shared responsibility," said ITU Secretary-General Doreen Bogdan-Martin. "The Porto Summit outcomes reaffirm our commitment to strengthening global cooperation that can make a real difference in policy engagement, operational readiness, and investment decisions," she added. ​

Telecommunication Standardization Advisory Group meeting

On the first day of this year's first meeting of the Telecommunication Standardization Advisory Group (TSAG), the ITU Secretary-General said that "in a fragmented global environment, standards offer a universal language for cooperation", and that "the stability and disciplined cooperation that ITU offers ꟷ and that standards enable ꟷ matter more than ever". ​​​​

World Economic Forum Annual Meeting 2026

​​The World Economic Forum featured the ITU Secretary-General in a discussion on quantum, who highlighted the importance of putting the policy pieces in place for a quantum future and building the skills that young people will need. She also cited the 40 ITU standards related to quantum communication networks, the Quantum World Tour and Quantum for Good initiatives.​​​

UN General Assembly High-Level Meeting on the WSIS+20 overall review

"As the UN specialized agency for digital technologies, where the idea of WSIS was first raised and later endorsed by the General Assembly, ITU will continue to coordinate, convene, and support t​​he implementation of WSIS outcomes alongside our members and UN partners," said ITU Secretary-General Doreen Bogdan-Martin, at the 20-year review of the World Summit on the Information Society (WSIS) process.​

Digital@UNGA WSIS+20

Two decades after the World Summit on the Information Society (WSIS), a special Digital@UNGA event looked back at multi-stakeholder cooperation, welcomed new commitments, and offered a common, people-centred vision for the digital future. "WSIS was born from a shared belief that digital innovation must reflect human needs, not just match the pace of technological change,"said ITU Secretary-General Doreen Bogdan-Martin.
