The project "Digital Transformation of Local Governments in Montenegro" is financed by the Montenegro SDG Acceleration Fund (MAF), and jointly implemented by the United Nations Office for Project Services (UNOPS) and the International Telecommunication Union (ITU).
Its overall objective is to contribute to improved quality of life for citizens through increased accountability, transparency, inclusiveness, and efficiency and effectiveness of local public administration.

To mark the official launch, UNOPS and ITU hosted a kick-off event in December 2024, with the support of the Ministry of Public Administration. The event brought together the Minister and representatives from 25 local governments, demonstrating strong political will and collaboration. The project will initially be implemented in six pilot municipalities, focusing on transforming the way public services are delivered through digital solutions.



Key objective of the project is to improve quality of life for citizens by increased accountability, transparency, inclusiveness, efficiency and effectiveness of local public administration, reached out through the tailor-made support for further development of the local e-Government system in Montenegro.
ITU's intervention focuses on strengthening systems of governance by advancing transparency, digital transformation, and data-informed decision-making. At the heart of this effort is the implementation of GovStack a framework carefully adapted to Montenegro's specific governance context and challenges.
GovStack offers a comprehensive digital foundation designed to help governments modernize service delivery. By streamlining processes, improving transparency, and supporting more effective decision-making, it enables both public and private sector actors to fully embrace digitalization. The overarching vision is to create a future where citizens can access public services seamlessly and securely through trusted digital technologies designed with their needs in mind.
Built on principles of open-source collaboration, interoperability, and scalability, GovStack is designed to be flexible and responsive to the unique needs of each country. Its primary aim is to establish a standardized and sustainable approach to digital governance, accelerating the adoption of technology in ways that are efficient, inclusive, and citizen-centric.
This project demonstrates a shared commitment to empowering local self-governments on the path to digital transformation, in line with the expected results of the ITU Regional Initiative for Europe on Digital Transformation for Resilience.
