
| Jaroslaw Ponder, Head, ITU Europe Office Mr Ponder is Head of the ITU Office for Europe at the International Telecommunication Union (ITU) (Geneva, Switzerland). Within the last years Mr. Ponder has been carrying out numerous projects, activities and initiatives at national, regional and international levels. He has been taking lead role in many international conferences and summits dealing with fostering ICT innovation and development of ICT ecosystem, information society, and advancements of digital economy worldwide, while setting strategies and ensuring their timely implementation. Along the professional career Mr. Ponder held official positions in the public sector and was a contributor to the legislative projects having impact on the public policy. Since 2014 Mr. Ponder has been working for ITU, in Market, Economics and Finance Unit (MEF/ITU), Strategy and Policy Unit (SPU/ITU), Project and Initiatives Department (PRI/ITU). From year 2008 upon his former duties he has acted as Europe Officer (EUR/ITU) as well as Project Manager for European Centres of Excellence Network (CoE-EUR). In August 2008 he was appointed as Coordinator for Europe. After successful recreation of the coordination for the region in 2009 he moved to the General Secretariat becoming Strategy and Policy Coordinator and one year later Senior Strategy and Policy Advisor with the objective to lead the ITU activities on World Summit on the Information Society (WSIS; United Nation Process on ICTs) and its 10 year review, amongst the others successfully establishing prime platforms, i.e. WSIS Forum, WSIS Prizes, WSIS Stocktaking, and organizing WSIS+10 High Level Event (2014) that resulted in negotiated texts. In parallel, since 2011 he has been working as Coordinator for Europe strengthening coordination and implementation mechanism. In 2017 he became the Head of ITU Office for Europe, directing actions, projects, initiatives, experts groups targeting 45 countries and representing ITU in Europe.

| Dr. Cosmas Luckyson Zavazava, Director, Telecommunication Development Bureau, ITU Dr Cosmas Luckyson Zavazava took office as Director of the Telecommunication Development Bureau (BDT) at the International Telecommunication Union (ITU) on 1 January 2023. With more than 30 years in telecommunications, including over 20 years in ITU's Development Sector, Dr Zavazava has promoted and implemented impactful information and communication technology projects around the world. Prior to his election as BDT Director, he served as ITU's Chief of Partnerships for Digital Development, overseeing development-related projects, strategic partnerships, and resource mobilization between 2019 and 2022, while launching new initiatives that have boosted the engagement of industry, private-sector, and academia members in ITU's work. From 2010 until 2019, he was Chief of the Projects and Knowledge Management, responsible for ITU's project portfolio, statistics, capacity building, and emergency telecommunications activities, as well as coordinating special assistance to least developed countries (LDCs), landlocked developing countries (LLDCs), and small island developing states (SIDS). Previously, as ITU's Chief of Projects and Initiatives, he oversaw development projects focused on gender, youth, and people with special needs, along with capacity building, emergency telecommunications, climate change mitigation and adaptation, and e-waste management. Earlier, Dr Zavazava headed the Republic of Zimbabwe's Government Telecommunications Agency and served as a senior diplomat. He also taught MBA classes at the UK's Nottingham Trent University. Throughout his career, he has focused on closing the digital and skills divide and accelerating digital transformation to achieve socio-economic development for all. Dr Zavazava holds a PhD in Multilateral Trade from Business School Lausanne (Switzerland), and a Master of Laws degree in Telecommunications and Information Technology from the University of Strathclyde (UK), as well as a Master's in International Relations from Webster University (US), and an MBA from the University of Zimbabwe. He also holds a Bachelor's in Business Administ ration and diplomas in Telecommunications and Systems Engineering.

| Dmitry Mariyasin, Deputy Executive Secretary, UNECE Dmitry Mariyasin was appointed Deputy Executive Secretary of the UN Economic Commission for Europe on 1 March 2021. Prior to joining UNECE, Mr. Mariyasin was the Resident Representative of the United Nations Development Programme (UNDP) in Armenia (since December 2018, after being Deputy Resident Representative in 2017-2018) leading a team of 120 people. From 2011 till 2016 he was the Regional Partnership Advisor and Team Leader in the UNDP's Bureau for External Relations and Advocacy covering the Europe and the CIS region, based in Istanbul. In this function, he led a team of 20 that supported UNDP's partnerships with new development donors and partners in the region, including strategic partnerships with Czech Republic, Kazakhstan, Romania, Russia and Slovak Republic. Earlier, Mr. Mariyasin had worked in the UNDP Regional Support Center in Bratislava, Slovakia (2011-2014), the Regional Bureau for Europe and the CIS at UNDP headquarters in New York (2008-2011); and in the UNDP Country Office in Moscow, Russia (2002-2008). Mr. Mariyasin holds a PHD in Economics from the Moscow State University, a Masters in Public Administration degree from New York University (Robert F. Wagner Graduate School of Public Service), as well as a degree in public administration from the Moscow State University and in international economics from the Russian Foreign Trade Academy. Mr. Mariyasin is a national of Russian Federation, is married and has two sons and one daughter. |

| H.E. Mr. Nik Gjeloshaj, Deputy Prime Minister of Economic Policy and Minister of Economic Development in Montenegro Born 12 November 1979, Nik Gjeloshaj is a Montenegrin politician of Albanian ethnicity. He is serving as deputy Prime Minister of Economic Policy and Minister of Economic Development in Montenegro since 31 October. Previously he served as the Mayor of Tuzi from 23 March 2019 to November 2023. Gjeloshaj is the leader of Albanian Alternative. In the 2020 Montenegrin parliamentary election, he was the ballot carrier of the Albanian List, a minority politics coalition, formed by New Democratic Force (FORCA), the Albanian Alternative (AA), Albanian Coalition Perspective (AKP) and the Democratic League of Albanians (DSA). The new coalition won 1.58% of the vote and gained a singular seat in the Parliament of Montenegro, which belonged to Gjeloshaj. |

| Dr. Peter Major, Vice Chair, United Nations Commission on Science and Technology for Development Dr. Peter Major is vice chair of the United Nations Commission on Science and Technology for Development (UN CSTD). He actively participated in various activities of the International Telecommunication Union (ITU), the Internet Governance Forum (IGF), the Economic and Social Council (ECOSOC), World Summit on Information Society (WSIS) and other international forums for more than 30 years. Mr. Major chaired the CSTD Working Group on the Improvements of the Internet Governance Forum. Subsequently he chaired the CSTD Working Group on Enhanced Cooperation. Mr. Major was a member of the IGF Multi-stakeholder Advisory Group and he was vice-chair of the Radiocommunication Advisory Group (RAG) of ITU Radiocommunication Bureau (ITU/BR). He is alternate representative of Hungary on the Governmental Advisory Group of ICANN (GAC). Mr. Major is faculty member of the European Summer School on Internet Governance (Meissen, Germany) and he is visiting professor at the Higher School of Economics, National Research University (Moscow, Russia). |

Ms. Sylvie Bollini, Ambassador, Permanent Observer of the Council of Europe to the United Nations Office at Geneva Prior to her appointment to Geneva, Ms. Bollini had been serving as Senior Advisor to the Special Representative of the Secretary-General of the Council of Europe on migration and refugees since 2022. She was a Programme Advisor to the Children's Rights Division of the Council of Europe in 2021-2022. Ms. Bollini served as Ambassador and Permanent Representative of San Marino to the Council of Europe (2018-2021). She was non-resident Ambassador of San Marino to Montenegro (2019-2021), and non-resident Ambassador to Monaco (2015-2021). From 2009 to 2018, she served as Head of the Office for International Adoptions and Protection of Minors, Child Abduction, Department of Foreign Affairs of San Marino. She was the Deputy Permanent Representative of San Marino to the Council of Europe (2008-2009). Also at the Council of Europe, Ms. Bollini served as member of the Commission for Gender Equality from 2016 to 2018; expert in the Committee of the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (Lanzarote Committee) from 2014 to 2018; elected member of the Bureau from 2015 to 2017; contact point for the Council of Europe Convention against Trafficking in Human Beings from 2013 to 2018; and expert in the Council of Europe Ad Hoc Committee on Preventing and Combatting Violence against Women and Domestic Violence from 2009 to 2011. | José L. Cervera-Ferri, Senior Project Manager, Universal and Meaningful Connectivity Project
José L. CERVERA-FERRI is the Senior Project Manager at ITU of the EU-financed project “Promoting and Measuring Universal and Meaningful Connectivity”. He has contributed to setting international statistical standards as author of UNCTAD’s “Manual on Measuring the Digital Economy” and co-author of the ITU “Manual on Measuring ICT access and use by households and individuals”. For more than 20 years he has managed and been involved as expert in technical assistance projects financed by the World Bank, the European Commission and other international agencies to improve the statistical capacity of developing and transition countries in more than 30 countries. Before joining the ITU, he managed the consultancy company DevStat and worked at the Spanish National Statistical Institute. He holds a MSc in Mathematics (Statistics and Operations Research) by University of Valencia (Spain).

| Ben Mansell, COO and Co-Founder of Unconnected Foundation Ben Mansell is a highly accomplished leader with a proven track record of building, growing and transforming organizations. In 2020 he decided to put his managerial and industry expertise to work to help bridge the digital divide for those who need it most. To do this, he co-founded a non-profit organization, unconnected.org, in order to unite corporate partners and individual volunteers on a mission to enable connectivity to address the SDG's and the other opportunities that come with it. This is primarily for women, education, refugees and other underserved communities around the world. His belief is that digital inequality is a barrier to global leveling up and with billions of people still unable to access the tools and information that connectivity provide the significant levels of poverty will remain until this issue is fully addressed.

| Paul Finnis, Founder, Digital Poverty Alliance; Strategy Advisor, Unconnected Foundation I have worked for the last 35 years with and for ngos in the UK, internationally and in Vietnam. My personal focus has always been on helping young people to thrive in a difficult world and mainly through enabling their access to good education. | Yana Panfilova, Founder and Chair of Board of Teenergizer Yana Panfilova is 25 years old and from Kyiv, Ukraine. She holds a bachelor's degree in social work from the Academy of Labour, Social Relations, and Tourism. Yana was born with HIV and at the age of 10, she discovered her HIV status. Since 2015, Yana is Chair of the Board of “Teenergizer", a union of adolescents and youth, and also the founder of Eurasian Union of adolescents and youth Teenergizer. For seven years, she has worked in the field of support and protection of the rights of vulnerable adolescents Eastern Europe and Central Asia. Yana is also the author of the report “Key barriers to HIV testing for adolescents in EECA (Ukraine, Russia and Georgia)". She became the winner of Ukraine's Top 30 Under 30 by Forbs Ukraine in 2020, also she included the KyivPost Ukraine under 30 list in 2016. Yana has been selected as a speaker on behalf of 38 million people living with HIV at the opening of the UN High-Level Meeting on AIDS 2021. |

| Kristine Gyonjyan, Director of the Union of Operators of Armenia Kristine Gyonjyan is the Director of the “Union of Operators of Armenia" NGO since August 1, 2018. During the 5 years of work, she has been involved in various local and international projects related to the Internet, digitization, digital skills, community networks, child online protection, etc. In 2023 she was elected as ITU Group on Capacity Building Initiatives (GCBI) expert representing CIS region in the group. In 2023, she was elected as a Member of the Board of Trustees of the newly established Arbitration and Mediation Center of Armenia. In 2022, she was elected chairman of the Board of Trustees of the "Community Networks" Development Foundation. Since 2019, she is a board member of the ISOC Armenia NGO and the Interdepartmental Group of Internet Governance. Kristine Gyonjyan made a great contribution to the creation and implementation of the "Information Technologies in Business" master's program at the Armenian State University of Economics and is now the supervisor of the master's program, as well as teaches the "Startup Management and Innovation" subject at the same university. From 2016 - 2017 was the head of the Business Development and Marketing department at Arpinet LLC. From 2016-2017 managed the "Innovative Ethnic Regional Center" of the "Cross of Armenian Unity", making a great contribution to the establishment of the center. From 2008-2016 worked in Microsoft Armenia as Head of Educational Programs, promoting the implementation of technologies in educational processes. She regularly worked in a number of European Union projects, acting as an international e-learning expert. She has more than 20 years of teaching experience at the Universities, and as trainer of professors and state employees. She taught at the Armenian State Pedagogical University, at the National Polytechnic University of Armenia, the Russian Economic University named after G.V. Plekhanov, European Regional Academy, Eurasia International University, Interlingua University, Yerevan University of Economy and Law. Education Kristine Gyonjyan received her Master's degree in Management at the National Academy of Sciences of the Republic of Armenia. | Mihaela Frăsineanu, State Counselor in the Chancellery of the Prime Minister of Romania PhD. Mihaela Frăsineanu has over 25 years' experience working in the environmental fields, launching 6 books and 12 scientific articles, starting with the “Geographical phenomena of risk in the Carpathians' arch" book, with an emphasis on meteorological and hydrological risk phenomena. She spent over 16 years as lecturer at the Faculty of Geography, with expertise on hydrology, environmental risks and protected areas. She served also as General Director of General Directorate on Wastes, Contaminated Sites and Hazardous Substances, Director of Environment Protection Division at National Company for Roads Infrastructure Administration, deputy secretary general of the Ministry of Environment, Waters and Forests, and now state counselor in the Chancellery of the Prime Minister of Romania.

| Mitja Jermol, International Research Centre on Artificial Intelligence (IRCAI), UNESCO Chair on Open Technologies for OER and Open Learning Mitja Jermol, is the holder of UNESCO Chair on Open Technologies for Open Educational Resources and Open Education and a board member of the International Research Center on Artificial Intelligence under auspices of UNESCO. He has been doing research and development on artificial intelligence, cybernetics, cognitive systems and e-learning for more than 30 years. His research includes Artificial Intelligence in the context of Business Intelligence, Personalized Learning, Smart Cities and Factories of the Future. Mitja has long‐term experience with more than 30 large scale international projects applying AI in various domains addressing complex problems.

| Ralf Ernst, Deputy Co-ordinator, OSCE Economic and Environmental Activities (OCEEA) Ralf Ernst is Deputy Coordinator and Head of Economic Activities at the Office of the Coordinator of OSCE Economic and Environmental Activities (OCEEA). For more than 25 years, he has been working in areas such as sustainable development, trade and investment facilitation, anti-corruption and good governance. His current portfolio includes OSCE policies and projects in the fields of anti-corruption and anti-money-laundering, digitalization, trade and transport connectivity, human capital development and migration management. Before joining the OSCE in 2016, he had worked for UN agencies and other national and international organizations in Africa, Asia, Australia and Europe. In his last position before joining the OCEEA, he was Chief Technical Advisor and Project Manager with UNDP for climate change adaptation and regional development in Timor-Leste. Ralf Ernst holds a Master of Economic Geography degree from Ludwig-Maximilian-University in Munich/Germany, as well as post-graduate qualifications in environmental management and journalism.

| Dr. Irena Dzeletovic Milosevic, Head, Office for Health of Older Persons at the City Institute for Public Health in Belgrade Dr. Irena Dželetović Milošević, a distinguished specialist in Public Health, currently holds the position of Vice-President at the Serbian Gerontological Society. Serving as the Head of the Health Office for Older Persons within the City Institute of Public Health Belgrade, she plays a pivotal role in advancing initiatives related to active and healthy aging. Dr. Milosevic is actively affiliated with esteemed organizations such as the European Public Health Association (EUPHA) and the International Association for Urban Health (ICUH). Her significant contributions extend to the General Assembly of the Reference Site Collaborative Network (RSCN), where she successfully introduced Belgrade as an Active and Healthy Reference Site in both 2019 and 2022. Embracing a life-course approach, she focuses on promoting and facilitating the implementation and scaling-up of innovative digital solutions for longevity. With a commitment to enhancing the health and quality of life for older citizens, Dr. Milosevic has spearheaded over 20 projects and programs in collaboration with the City of Belgrade Authorities and non-governmental organizations (NGOs). Her extensive expertise is evident in the presentation of results from her three-decade-long career at numerous national and international Congresses and Conferences. Additionally, she actively participates in round tables addressing various gerontological topics. A prolific author, Dr. Milosevic has published over 90 articles in professional magazines, contributing valuable insights to the field. In her capacity as the Head of the Health Sector, she has organized 16 Games for Third Age in Sports, Health, and Culture, drawing participation from over 15,000 seniors. Her multifaceted contributions underscore her dedication to the advancement of public health and the well-being of older persons. |

| H.E. Mr. Václav Bálek, Ambassador Extraordinary and Plenipotentiary of the Czech Republic to the United Nations Office at Geneva Ambassador Václav Bálek has been the Permanent Representative of the Czech Republic to the United Nations Office and other international organizations in Geneva since August 2021. On 9 December 2022, Mr. Bálek was elected president of the Human Rights Council for 2023. Mr. Bálek held several positions at the Ministry of Foreign Affairs of the Czech Republic. He was Director of the Department of Development Cooperation and Humanitarian Aid (2017-2021), Head of the Disarmament and Non-Proliferation Unit (2015-2017), Political Director - Director-General of the Security and Multilateral Issues Section (2013-2015), and Director-General of the Section of Non-European States (July-October 2013). He also served as Director of the Department of Common Foreign and Security Policy of the European Union (2006-2009), Deputy Director of the Security Policy Department (2004-2006) and desk officer at the Security Policy Department (1999-2000). Abroad, Mr. Bálek was Permanent Representative of the Czech Republic to the Political and Security Committee of the European Union in Brussels, Belgium, from 2009 to 2013. From 2000 to 2004, he served as second secretary in the political section of the Embassy of the Czech Republic in London, the United Kingdom. With more than 30 years of experience in managing industrial environmental impacts, including 20 years working with PRTR. He is a specialist in the implementation of new environmental strategies and policies and the application of best available techniques (BAT) in industrial sectors. He works closely with public authorities, business and engineering organisations and other public and private sectors. He is actively involved in European and international workshops on environmental information policy (PRTR register in the EU (now EIP), UN and OECD) and other legislation on industrial emissions (IED/IPPC, BREF and BAT Conclusions). He is also the current Chair of the International PRTR Coordinating Group (ICG) and a member and Vice-Chair of the OECD Working Party on PRTR.

| Karin Voodla, Policy Ofiicer at the Permanent Mission of the Republic of Estonia to the United Nations Office and other international organizations in Geneva Karin Voodla is a Policy Officer in the Permanent Mission of Estonia in Geneva, focusing on Digital and Cyber Diplomacy. Prior to her posting in Geneva, Karin served as the Adviser for Digital Affairs at the Ministry of Foreign Affairs of Estonia. During her diplomatic career, she has covered topics such as cyber and digital diplomacy, consular affairs, international security, development cooperation and business diplomacy. She holds a Master's degree (cum laude) in Engineering from Tallinn University of Technology, focusing on e-Governance Technologies and Services. |

| Natalia Mochu, Regional Director for CIS, ITU Ms. Natalia Mochu holds bachelor's degree in mathematics and informatics and master's degree in information technology from the State University of Moldova. Before joining the ITU in February 2020, Natalia occupied the post of Senior Manager for Global Stakeholder Engagement for Eastern Europe and Central Asia at the Internet Corporation for Assigned Names and Numbers (ICANN). In 2012-2018 she worked as Deputy Head of Laboratory at the Radio Research and Development Institute (NIIR) in Moscow. From 2006 to 2012 Natalia worked for the Executive Committee of the Regional Commonwealth in the field of Communications (RCC), in particular she was the RCC Executive Committee Deputy Director General in 2008-2012. Natalia started her professional career as Specialist of the Ministry of Information Development of the Republic of Moldova in 2002. Natalia participated in ITU high-level conferences and meetings, including ITU Plenipotentiary Conferences, Councils and Sectoral Conferences; contributed to the activities of RCC working bodies, European Conference of Postal and Telecommunications Administrations, as well as ICANN, RIPE NCC and other relevant organizations.

| Hoa Binh Adjemian, Deputy Head of Unit, European Commission
Hoa-Binh Adjemian is the Deputy Head of the EU Thematic Unit (an Economy that works for people, green, digital, and connected) that coordinates policies and programs in the sectors of economy, education, and infrastructure. He previously served as the Head of Cooperation for the EU Delegation to Armenia and as the Head of the Infrastructure Section in Benin. Binh also possesses extensive experience in public-private partnerships in Asia. He holds degrees from Harvard Kennedy School of Government, l’École Polytechnique, and l’École des Ponts et Chaussées. He is married and has three children.
