Silvana is Head of Strategic Network Evolution for South Europe, in Ericsson. Of her 30 years of professional experience, she spent 25 years in Mobile Telecom Industry covering Technology and Business Strategy, Marketing& Sales, System Architecture, Product Management, Testing and Field implementation of mobile network systems GSM, UMTS, LTE and now focusing on 5G. She is senior advisor for telco operators, with focus on new technology introduction, 5G, business opportunity evaluation and global market trends.
Other experiences include working in European aerospace industry and Italian telecom operator. She holds a Computer Science MSc from University of Salerno, Italy in 1988.
Mr Balazs Bertenyi, Nokia
Balazs Bertenyi received an M.Sc. Degree in Computer Science and Telecommunications in 1998 at the Technical University of Budapest. Balazs joined Nokia in 1998 and started to work on circuit switched mobile switching.
In 1999 he joined the research group on IMS (IP Multimedia Subsystem) and soon started to work in 3GPP standardization on IMS architecture. 2000 – 2003 Representative of Nokia in 3GPP SA2 (Architecture Working Group), 2003 – 2007 Head of delegation for Nokia in 3GPP SA2, 2007 – 2011 Chairman of 3GPP SA2, 2011 – 2015 Chairman of 3GPP TSG-SA (Technical Specification Group – Services and System Aspects). In 2015 Balazs moved to the radio standardization group within Nokia to focus on 5G matters. He started attending TSG-RAN in 3GPP in 2015 covering 5G topics. In 2017 Balazs was elected as Chairman of TSG-RAN for a 2-year term with a potential to be re-elected for one additional term. Balazs has led various key projects for Nokia on Mobile Broadband architecture and standards strategy.
Mr Akos Bona, Digital Champion of Hungary to the EU
Mr Akos Bona is one of the founders of the Digital Future Foundation. More than 15 years of management experience in the IT and Telecom sector as well as in Non-Profit Organizations. Besides being the Digital Champion of Hungary to the EU, also a Member of the Digital Skills and Jobs Coalition and a former State Secretary responsible for Info-and Telecommunications. Main priorities are fostering Digital Innovation, incubating local digital projects to EU level, creating and sharing local best practices and to constantly build the channels of Digital Education and Digital Literacy.
Mr Istvan Bozsoki,
Head, Spectrum Management and Broadcasting Division, BDT, ITU
Mr Istvan Bozsoki joined the ITU in 1997 to work at the Space Department of the Radiocommunication Bureau and he was dealing with coordination and notification of satellite systems. In 2007 he moved to the Telecommunication Development Bureau and is responsible for
spectrum management and broadcasting issues. Since April 2013 he is Head of Spectrum Management and Broadcasting Division.
After obtaining his degree in telecommunication engineering at the Technical University Budapest in 1980 he spent 17 years at the Hungarian Communication Authority and he was dealing with technical and regulatory aspects of the spectrum management. Among others, he was responsible for the development of a computerized spectrum management system and for cross-border frequency
coordination. Later, he was appointed as director of international affairs. He has a master degree in radiocommunications and broadcasting.

Mr Juan Castro,Telecommunication engineer with over 20 years of professional experience, Juan Castro holds the position of broadcasting engineer at the International Telecommunication Union (ITU) where he is in charge of the Plan modifications of GE06 Regional Agreement. He also participates in regional coordination exercises in different parts of the world to facilitate the transition from analogue to digital television and the allocation of the Digital Dividend. He initiated his career in the Spanish administration holding positions dealing with the national broadcasting planning and the deployment of broadband cable television networks.
Mr Simon Csaba, software engineer, Hungary
Csaba Simon is a software engineer and he earned his PhD in 2012 at the Budapest University of Technology and Economics and currently works as an assistant professor at the Department of Telecommunication and Media Informatics of the same university. His research area includes the topics of Future Internet, 5G networks and cloud systems. He participated in numerous national and international projects in the fields of network resource management, mobility management and smart content delivery. He is the member of the International Relations Working Group of the 5G Coalition (5GK), the association working towards the introduction of 5G technology in Hungary, and is a member of IEEE ComSoc Sister and related Societies board.
Mr Eric Delannoy, Assistant Director at Deloitte Economic Advisory
Eric Delannoy is Assistant Director at Deloitte Economic Advisory. He has over ten years of work experience in telecommunications regulation and public policy. He leads economic and strategic projects for telecom operators, regulatory authorities and governmental bodies in Europe and Africa. His expertise covers fixed and mobile network regulation, cost modelling, design of national infrastructure plan and big data analysis. Eric is part of Deloitte Global Economic Advisory team, counting 200 economists worldwide.
Prior to joining Deloitte, Eric worked at the French Ministry of the Economy where led the economic studies of the French national superfast broadband plan. His responsibilities included the calculation of the total cost to achieve the objective of a complete superfast broadband coverage in 2022, the definition of financial aspects of the plan and the implementation of state-aid schemes.
At the French regulatory authority (ARCEP), he worked on several projects about economic regulation of broadband networks. He was also part of the NGA/NGN Expert Working Group of the BEREC. Eric holds a master in mobile telecommunications from King’s College London and is graduated from ESSEC Business School.
Mr Stefan Felder, Econoomist at RTR, Austria
Stefan Felder is an Economist at RTR. He received his doctoral degree in 2003 at Economics University of Vienna. He also holds a degree from Technical University of Vienna. Before he joined the Austrian Regulatory Authority RTR in 1998 he had been working for more than 10 years in the Telecommunication Industry and as an Assistant Professor at University Vienna. At RTR he is mainly responsible for spectrum related issues, competition economics and market analysis for mobile markets. He has been the project manager of several high stake spectrum auctions in Austria. For the time being he is in charge of preparing the upcoming 5G auctions in Austria. Stefan Felder has also been a drafting member in several BEREC working groups, currently in one that deals with 5G related regulatory issues.

From the beginning of his professional career he has been associated with European funds. He worked at the Audit Institution and the Managing Authority of the Operational Program Development of Eastern Poland 2007-2013. In 2010-2013, he was responsible for the Broadband Network of Eastern Poland project and issues related to the development of the information society at the Ministry of Regional Development. He participated in creating the Operational Program Digital Poland for the years 2014-2020. From 2013, he is an employee of the Telecommunications Department of the Ministry of Digital Affairs. He is resposible for creating a friendly legal environment for telecommunications investments, the implementation of tasks under priority axis I under the Operational Program Digital Poland 2014-2020 and the Nationwide Education Network. Mr Srđan Mihaljević, Independent consultant, Montenegro
Mr. Mihaljević is independent telecommunication consultant from Montenegro with over thirty years of experience. He has recently completed a long term assignment in Myanmar, advising a global player from Japan – KDDI in radio spectrum policy. In his consulting practice there are also some of the major names from telecommunication industry such as Ooredoo Qatar and Rohde&Schwarz Germany. As an ITU Expert and in his own capacity he had advised governments and regulators from all over the world: Montenegro, Suriname, Swaziland, Lebanon, Palestine and Myanmar. He was also UN IT adviser for CEE and Carribean region since 2005.

Turhan Muluk joined Intel in 2006. He is working at Government and Policy Group, responsible from telecommunication policies in the Middle East, Africa regions and also representative of Intel at ITU-D Sector. Before joining to Intel he worked 14 years for Turk Telekom at different wireless broadband projects. He also involved with ETSI, ITU, IEEE studies and worked as Vice Rapporteur at different ITU-D Questions. Turhan has also organized different joint activities together with ITU, including the Regional Digital Transformation Forum in Morocco. He was the chairman of WiMAX Forum for the Middle East and Africa. Turhan Muluk is graduated from Electrical and Electronics Engineering Department of the METU in Turkey and a member of IEEE.

Mr. Kirill Oparin was born in the city of Vladimir (Russia) on 20 November 1973.
In 1990, Kirill Oparin graduated from secondary school № 42 of the city of Nikolayev (Ukraine). The same year, he entered Bauman Moscow State Technical University and got a master’s degree in the field of radio electronic systems in 1996 with certification of radio engineer. Mr. Oparin has over 20 years of experience in the sphere of information and communications technologies, including over 15 years of team leadership experience. Mr. Oparin started his professional career in Ericsson Corporation in 1996, and over 15 years, he worked his way up from Engineer, Mobile System Support Department to Head, Customer Service Support, Central Asia and Caucasus.
From 2011 to 2013, Mr. Oparin was employed with Nokia Siemens Networks Russia as Director for Transformation and Development, Managed Services Department. In 2013-2017 Mr. Oparin worked as Deputy Director, International Cooperation Department, Ministry of Telecom and Mass Communications of the Russian Federation and was responsible for interaction with ICT-specialized international organizations (ITU, RCC, APEC, ICANN, OECD, CEPT) in the field of satellites, radio frequencies, internet governance, digital economy, standardization, and regional development. Since May 2017, Mr. Oparin has been heading the International Telecommunication Union CIS Regional Office based in Moscow. Married with two children.

Mr Ponder is Head of ITU Office for Europe at the International Telecommunication Union (ITU) (Geneva, Switzerland). Within the last years Mr. Ponder has been carrying out numerous projects, activities and initiatives at national, regional and international levels. He has been taking lead role in many international conferences and summits dealing with development of ICT ecosystem, information society, and advancements of digital economy worldwide, while setting strategies and ensuring their timely implementation. Along the professional career Mr. Ponder held official positions in the public sector and was a contributor to the legislative projects having impact on the public policy. Since 2004 Mr. Ponder has been working for ITU. In 2004 he was consultant at the Market, Economics and Finance Unit (MEF/ITU). In year 2005 he moved to Strategy and Policy Unit (SPU/ITU). In year 2007 he moved to Project and Initiatives Department (PRI/ITU). In year 2008 upon his former duties he acted as Europe Officer (EUR/ITU) as well as as Project Manager for European Centres of Excellence Network (CoE-EUR). In August 2008 he was appointed as Coordinator for Europe. After successfull recreation of the coordination for the region in February 2009 he moved to the General Secretariat becoming Strategy and Policy Coordinator and one year later Senior Strategy and Policy Advisor with the objective to lead the ITU activities on World Summit on the Information Society (WSIS) and its 10 year review, amongst the others successfully establishing WSIS Forum, WSIS Prizes, WSIS Stocktaking, and organizing WSIS+10 High Level Event (2014) that resulted in negotiated texts. In parallel, since October 2011 he has been working as Coordinator for Europe strengthening coordination and implementation mechanism. In July 2017 he became a Head of ITU Office for Europe, directing actions, projects, initiatives and experts groups targeting 44 countries.

Ms Christine Sund serves as the Advisor for ITU Telecommunication Development Sector (ITU-D) Study Groups. Christine joined ITU in 2004 and has since then worked in different areas within the organization, including in ICT policy analysis and trends, cybersecurity and human capacity building, before joining the ITU-D Study Groups in 2010. She is passionate about ICTs and their applications and enjoys researching their impact on organizations and society at large. Dr. György Thuróczy received the M.Sc. Degree in electrical engineering from the Technical University of Budapest in 1983. He received the doctoral degree in biophysics from the Institute of Biophysics of Medical University of Budapest in 1993. and Ph.D. degree of neurobiology from University of Pécs, Hungary. Now he is the head of Department of Non-Ionizing Radiation of the National Public Health Institute, Hungary. He is the member of International Advisory Committee (IAC) of WHO EMF Project, member of Management Committee of COST BM1309, member of International Committee of Electromagnetic Safety (ICES) and member of the Bioelectromagnetic Society (BEMS), He is the national representatives of EU and international standard committees (CENELEC, IEC).

Evgeny Tonkikh graduated from Airforce Engineer Academy named after prof. N.E. Zhukovsky (Moscow) in 1996 with qualification “Engineer-researcher” and Master Degree on “Informatics and computing”. In 1999 and 2012 he updated his skills with courses and postgraduate study in Interindustry Institute of Retraining based on Bauman Moscow State Technical University and Moscow Technical University of Communications and Informatics. Since 2004 up to now Evgeny Tonkikh has been participating in Working group of Spectrum engineering of CEPT as a representative of Russian Federation. Since 2006 up to now he has been actively participating in the work of ITU Working Parties within SG5 “Terrestrial Services”. Under this activity from 2012 to 2014 he was a Chairman of the Joint Correspondent Group 5A/5C on the cross-border handbook. He took part in the ITU Radio conferences (WRC-12 and WRC-15). Actively participated in the work of CPG PTC and CPG PTA during the WRC-15 preparation within CEPT as well as on RCC preparation for Radio Assembly and World Radio Conference 2015 (Working group on RA/WRC-15 preparation). He took part in World Assembly on telecommunication standardization 2016 (WTSA-16). Since 2017 participates in the work of SG20 ITU-T “Internet of things (IoT) and Smart City and Community (SC&C)” as well as in the Telecommunication standardization advisory group (TSAG).

I have received my MSc degree in Electronics Engineering from the Budapest University of Technology and Economics in 2002, and have worked for Hungarian mobile operators since 2001 mainly in RAN related tasks such as operations, wireless network development and radio network planning; this year I have joined Huawei as wireless product manager.
Mr Peter Vari, Deputy Director General, National Media and Infocommunications Authority, Hungary
Dr Péter Vári attended Széchenyi István Technical College, from 1987 to 1990, majoring as wireless networking technology engineer. He then graduated from the Budapest University of Technology in 1994 as Electrical Engineer in telecommunications. In 2001 he earned the postgraduate certificate at the Budapest University of Economic Studies as an Engineer-economist. In 2003 he completed the postgraduate course at Eötvös Lóránd University (ELTE), Budapest as an Engineer-lawyer. He received his Ph.D. in 2017 at Corvinus University of Budapest on the topic of Digital Television and Switchover. Dr Vári worked as an engineer from 1992 to 1993 for Matáv Rt., the largest telecommunications operator in Hungary. From 1993 to 2004 he worked for Antenna Hungária Rt., the Hungarian Broadcasting and Radio Telecommunications Limited Company, where he started as Head of Unit and worked his way up to become Director of Operational Matters. In 2004-2006 he was Head of Department in the Ministry of Informatics and Communications of Hungary, and in 2006-2008 he was Senior Counsellor of the Government at the Hungarian Prime Minister’s Office. In 2009, as a project manager, he began to coordinate the digital switchover at Antenna Hungária Rt., and in 2011 he started working in the National Media and Infocommunications Authority of Hungary (NMHH). Currently, as a Deputy Director General of NMHH, he is responsible for the fields of frequency and identifier management, measurement affairs and technology analysis. Dr Vári is a forensics expert of electronic communications and broadcasting, and an ITU expert on digital switchover. Dr Vári is a senior lecturer of the Department of Telecommunications at Széchenyi István University of Győr and gives courses in the field of radio systems and satellite telecommunications .

Before joining PwC, Balint worked at major telecommunication companies and managed international teams based in Luxembourg, Germany and Hungary. He was responsible for the commercial management of product lines with full P&L responsibility. He managed the rollout and market implementation of major tariff developments. He was the business owner of CRM implementation in the mobile voice segment and directly supervised customer base management teams with extensive data analytical and segmenting capability.
Ms Aleksandra Vucic, Chief Advisor at Radiocommunication Department
Ms Aleksandra Vucic is the Chief Advisor at Radiocommunication Department in the Regulatory Agency for Electronic Communication and Postal Services, where she has been working since July 2007. She is responsible for planning of the allocation and allotment of radio-frequencies; assignment of radio-frequencies according to the Allocation and Allotment Plans; coordination of the use of radio-frequencies; making regulation rules. In the period from April 1995- July 2007 she was working as Design Electrical Engineer in the Company IMTEL- Institute for Microwave Technique and Electronics which design, manufacture and distribute of broadcast equipment. She holds MSc degrees in Electronic and Telecommunication Engineering from the Faculty of Electrical Engineering, University of Belgrade.
Mr Peter Walop, ITU Expert
Mr Peter Walop has over 20 years of experience in the broadcast and telecom markets and led many service launches and company restructuring processes. As an ITU expert, Peter assisted African, Asian and Caribbean countries with the introduction of digital broadcasting, including Angola, Bhutan, Burundi, Cambodia, Ethiopia, Jamaica, Thailand and Rwanda. Peter is co‐ author of the following ITU reports “Guidelines on the Transition from Analogue to Digital Broadcasting”, “Digital Dividend: Insights for Spectrum Decisions” and “Interactive Multimedia Services in Asia Pacific: Trends and Insights”. For the European Union, he helped the Serbian government in planning the digital television switch‐over. He also assisted key broadcast players in Sweden and Belgium in respectively repositioning television service offers, acquisition of network assets and introduction of mobile television services. Previously, Peter worked for the Dutch broadcast network operator Nozema, as deputy CEO. He also worked for Hewlett Packard in the UK, Coopers & Lybrand Management Consultants and Accenture. He carried out numerous assignments in the broadcast and telecom industries, for both operators and Regulators in the France, Germany, Luxembourg, Netherlands, Spain and the UK. Peter holds a Master degrees in Organizational Analysis & Behaviour of the University of Lancaster (UK), Business Informatics of the Erasmus University Rotterdam, as well as a Bachelor degree in Production Engineering, Polytechnic Dordrecht, in the Netherlands.
