​​Signing of a Joint Declaration between The Government of The Democratic Republic of Timor-Leste and The International Telecommunication Union on Supporting Digital Transformation in Timor-Leste in Pursuant of the 2030 Agenda for Sustainable Development, Bali, 30 August 2022

I am delighted to announce the signing of a joint declaration between the International Telecommunication Union (ITU) and the Government of The Democratic Republic of  Timor-Leste, represented by Agência de Tecnologias de Informação e Comunicação or the Agency for Information and  Communication Technology (TIC Timor).  Under the direct supervision of the Prime Minister, TIC Timor is mandated to develop and facilitate the implementation of ICT policies and to provide the infrastructure and network as well as applications of vital technologies.

I participated in the signing event in Bali, Indonesia on 30 August 2022, which coincided with the fifth anniversary of the TIC Timor. The joint declaration formalised the intention to collaborate in promoting ICTs, in particular broadband access, as an engine for social and economic growth and its crucial roles in the implementation and achievement of the Sustainable Development Goals (SDGs) without leaving anyone behind.

Through this declaration, Timor-Leste and ITU will deepen ongoing cooperation and broaden them into areas such as cybersecurity, last mile connectivity, school connectivity, digital skills and digital government.  In line with the United Nations Secretary General's Roadmap for Digital Cooperation, and with the spirit of One UN, I envision the implementation to foster partnerships and joint activities, including with other UN agencies and development partners.

The outcome of our collaboration is expected to contribute to the attainment of Timor-Leste's Ten-Year Digital and ICT Development Strategy (the Timor Digital 2032), which envisions a digital government that is simple and transparent as well as accessible and inclusive at all levels to deliver public services, enhance access to markets, promote capacity development and empower citizens to participate in public policy setting.

I look forward to working closely with Mr. Roberto Caetano de Sousa Vicente, Executive Director of TIC Timor who is the focal point for the implementation of this exciting collaboration.
