Strengthening Asia and the Pacific Engagement in ITU Conferences (SAPEIC) World Telecommunication Development Conference (WTDC) Training

​1. Background

The International Telecommunication Union (ITU) Regional Office for Asia and the Pacific has commenced the “Strengthening Asia and the Pacific Engagement in ITU Conferences" (SAPEIC) project supported by the Australian Government, represented by the Department of Infrastructure, Transport, Regional Development, Communications, Sports, and the Arts (DITRDCSA). The project aims to enhance the engagement of developing countries from the Asia and the Pacific region in global ITU conferences.

The SAPEIC project will support eligible Member States in the Asia and the Pacific region, in particular Pacific Island countries and Low or Lower-Middle-Income Southeast Asia countries eligible for fellowships in line with the ITU guidelines, to be capacitated in the ITU Standardization (ITU-T) and Development (ITU-D) sectors, and to meaningfully participate in their associated quadrennial conferences.

In this regard, the upcoming World Telecommunication Development Conference (WTDC-25) will be convened in Baku, Azerbaijan from 17 to 28 November 2025 respectively. In preparation for their effective engagement in the ITU-D activities as, ITU will organize a capacity development training in Bangkok for participants joining the WTDC-25. The training will cover Introduction to WTDC, Resolutions, Regional Initiatives and Study Groups, especially with key themes highlighted. In cooperation with the Asia-Pacific Telecommunity, the workshop will be held preceding the 4th Meeting of the APT Preparatory Group for WTDC-25, scheduled from 14 - 18 July 2025, Pattaya, Thailand

2. Objective

The training aims to ensure meaningful participation of ITU Asia-Pacific Member States (in particular of eligible Members from South-East Asia and the Pacific) in the World Telecommunication Development Conference 2025.

3. Target Audience

The training will invite two participants from ITU Members in South-East Asia and the Pacific nominated to join the World Telecommunication Development Conference.

  • Nominated person must commit to attending and actively participating in physical training workshop, in Bangkok, Thailand. This workshop will be organised back-to-back with APT preparatory meeting for WTDC-25 from 14-18 July 2025 (Pattaya, Thailand), and is tentatively scheduled for 13 July 2025.
  • Nominated person must commit to physically attending the WTDC-25 from 17 to 28 November 2025 in Baku, Republic of Azerbaijan.
  • This attendance must include any relevant side events (Network of Women, regional coordination meetings, etc.)
