Responsible for several coordination portfolios including with ASEAN. He has more than two decade progressive professional and managerial positions in disaster management and humanitarian response with several UN agencies in the field and at headquarters, as well as a couple of years engagement in establishing the disaster management portfolio with the ASEAN Secretariat. A social worker by profession, he holds a doctoral degree in Public Administration from the University of the Philippines.
