Every three to four years, the ITU holds the World Radiocommunication Conferences (WRC). The WRC is mandated to review, and, if necessary, revise the Radio Regulations, the international treaty governing the use of the radio-frequency spectrum and the geostationary-satellite and non-geostationary-satellite orbits. Any revisions are made on the basis of an agenda determined by the ITU Council, which takes into account recommendations made by previous world radiocommunication conferences. This Seminar will explore the results and outcomes of the WRC-19 and the global and regional implications for member states and the ICT sector and impact on other sectors utilizing frequency spectrum.


The key objectives of the Seminar are:

  • To bring to Member States, Industry players and stakeholders in the Caribbean region the WRC – 19 Results and Outcomes,
  • To highlight any  revisions to the Radio Regulations, the international treaty governing the use of the radio-frequency spectrum
  • To Discuss Frequency Allotment, Assignment and Table of Frequency Allocations,
  • To Discuss Caribbean Spectrum Management Task Force Initiatives & future next steps
  • Spectrum Harmonization, Broadcasting Transition, Spectrum for IOT Deployment and for Emergency Telecommunications



The workshop is intended for the following participants:

  • policy, technical or advisory personnel in Ministries responsible for Telecommunications and ICT 
  • Regional organizations and stakeholders, Academia
  • Technical and legal personnel of regulatory agencies responsible for or related to, inter alia, Spectrum allocation, licensing spectrum price
  • Telecommunications Operators & Service Providers, Broadcasters &
  • Personnel from Emergency Telecommunications entities & Emergency Responders
