The East African Community (EAC) and the Intergovernmental Authority on Development (IGAD), supported by the World Bank through the Eastern Africa Regional Digital Integration Project (EARDIP), in collaboration with the GSMA and the ITU are convening a targeted spectrum harmonization capacity building and knowledge exchange workshop.

The workshop will coincide with MWC Kigali, Africa's flagship digital economy event providing participants with additional access to the GSMA Ministerial Programme, including a high level session on Spectrum Management for the Digital Economy on 23 October 2025.

​​WORKSHOP OVERVIEW​

This workshop provides an in depth examination of contemporary spectrum management, emphasizing regional integration and cross border coordination within Eastern Africa. It traces the evolution of mobile telecommunications and spectrum technologies, highlighting the critical role of low frequency bands in 4G and 5G network deployments. Designed to align with strategic cross border infrastructure priorities, the program immerses delegates in advanced topics including national and regional spectrum planning, policy harmonization, cross-border frequency coordination protocols, dynamic spectrum access and spectrum pricing mechanisms. Special focus will be placed on transnational regulatory convergence, interference mitigation strategies and collaborative licensing frameworks that underpin regional digital initiatives such as the One Network Area and Smart Transportation Corridors. Leveraging case studies and practical tools, the workshop aims to enhance institutional coordination and empower regulators and policymakers to implement interoperable, resilient and future-ready spectrum governance models that transcend national boundaries.
