
The Stakeholder Workshop for
Benchmarking of ICT in Central Africa took place from 19 to 21 November in Malabo, Equatorial Guinea. The event was organized by the Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) in close collaboration with the European Union and COFED, and hosted by Equatorial Guinea’s Ministry of Transport, Telecommunications, and Systems of Artificial Intelligence.
This workshop was conducted as part of the project "Benchmarking of ICTs in Central Africa," funded by EU and implemented by ITU, which aims to support the central African countries in accelerating their digital transformation efforts to create an enabling competitive environment for sustainable investments and social development, with interventions around two main areas: data collection and analysis, and benchmarking.

Key objectives of the workshop
The Workshop aimed to:
- Introduce the project's background, objectives, and current implementation status.
- Share and discuss lessons learned from the project's activities, particularly the data collection on ICT regulatory and policy frameworks conducted across the 11 ECCAS member countries.
- Present and discuss with participants the results and key findings from the detailed analysis of data on the ICT regulatory and policy frameworks of the 11 ECCAS countries, including identified strengths, weaknesses, and challenges.
- Collaborate with participants to begin formulating recommendations and developing tailored national and regional roadmaps that address the identified gaps and challenges in current ICT regulatory and policy frameworks.
Target Audience
The workshop was attended by appointed focal points and stakeholders from ECCAS member states, including
Angola, Burundi,
Cameroon,
Central African Republic (CAR),
Chad,
Democratic Republic of the Congo (DRC), Equatorial Guinea,
Gabon, Republic of the Congo,
Rwanda, and
São Tomé and Príncipe and focal points from regional organisations including
COFED/EU,
ECCAS and
CEMAC.
