Supporting E-waste Policy and Regulation in Rwanda - Government Consultation Workshop – 29 and 30 March 2022, Kigali, Rwanda

Background
In partnership with the United Nations Environment Programme (UNEP), ITU supported the harmonization of legal instruments in Rwanda for the sound management of e-waste. The project focused on implementing the Extended Producer Responsibility (EPR) principle in policies and regulations for the sound management of e-waste in Rwanda. Under the ITU-UNEP partnership, technical assistance was provided to the Government of Rwanda for the development of a regulatory framework on e-waste management.

Amongst the deliverables of the project, a series of consultation workshops had the aim to collect insights and feedback from relevant national stakeholders for the development of EPR implementation guidelines on the management of e-waste in Rwanda.

Objectives

​The government consultation workshop took place over two days, gathering a core group of relevant national and local stakeholders from the public sector. It provided a space for capacity-building on best practices for e-waste management and was instrumental to gather inputs from government officials on national coordination and cooperation for effective e-waste management. The workshop objectives were as follow:

  • Introduce government stakeholders to key elements and principles of e-waste management.
  • Gather feedback from participants on the current situation of e-waste management in Rwanda.
  • Raise awareness of the public sector on the e-waste situation in Rwanda and discuss the role that the public sector can play in regulating e-waste management in Rwanda.
  • Identify all relevant stakeholders for establishing an economically viable EPR system for the EEE sector that is efficient and simple to enforce for government entities.
  • Identify the building blocks for the construction of an EPR system considering the legal, financial and administrative components of the system comprising both public and private sector stakeholders.​
