Side Event: Cybersecurity

The objective of this side event is to discuss the work of ITU-D and BDT and showcase some BDT cybersecurity related flagship initiatives (e.g. the Global Cybersecurity Index (GCI), the National Cybersecurity Strategy project (NCS), among others), in order to collect views and inputs from the membership, so to improve BDT service delivery for the benefit of the Member States.

Background

National Cybersecurity Strategy

BDT is currently leading the National Cybersecurity Strategy (NCS) project, a multi-stakeholder effort aimed at harmonizing existing guides, toolkits and publications on National Cybersecurity Strategies into a internally recognized, co-authored, co-branded product that would constitute a one stop shop for governments and any interested institution engaged in elaborating and developing cybersecurity strategies and policies at the national level.

Global Cybersecurity Index

The Global Cybersecurity Index (GCI) is a multi-stakeholder initiative that measures the commitment of countries to cybersecurity. Cybersecurity has a wide field of applications that cuts across many industries and sectors. Each country's level of development will therefore be analyzed within five categories: Legal Measures, Technical Measures, Organizational Measures, Capacity Building and Cooperation.​​​​​

Side Event: Lightning Session on UNESCO harnessing ICT4SDG towards knowledge societies (UNESCO)

​UNESCO is engaged in significant work using ICTs to advance SDG 16 which includes “public access to information and fundamental freedoms, in accordance with national legislation and international agreements”. UNESCO sees this as relevant to all SDGs, which is the message publicized on 28 September, which UNESCO has recognized as International Day for the Universal Access to Information. Amongst UNESCO’s partnerships connecting ICT to advancing knowledge societies for sustainable development, has been a MOOC that has provided training on freedom of expression standards in the digital age for 5000 representatives of judicial systems in Latin America. Another experimental MOOC has raised Media & Information Literacy levels amongst 500 youth worldwide. WTCD-17 participants are invited to hear more about such initiatives which leverage UNESCO’s mandate and strengths in ICT4SDG.

Side Event: E-Health : ICT for Universal Health Coverage (UHC)

The objective of this side event is to raise awareness on the role of ICTs in achieving greater equity in accessing health services irrespective of socioeconomic status and without incurring financial hardship on people in pursuit and in the spirit of the Sustainable Development Goals. More importantly, it will emphasize what is required from the ICT sector to achieve this in terms of cost, technology appropriateness, scalability and sustainability. This event will identify the key requirements to achieve Universal Health Coverage (UHC) by 2030. It will discuss the role of the ICT sector (public and private sectors) in contributing to the achievement of the UHC. It will also provide examples of best practices, experiences and lessons learned where ICT made a concrete progress towards UHC.

Background

The United Nations Sustainable Development Goals that all UN Member States have agreed to try to achieve Universal Health Coverage (UHC) by 2030. This includes financial risk protection, access to quality essential health-care services and access to safe, effective, quality and affordable essential medicines and vaccines for all. UHC calls for an inclusive society where no one is left behind. The principles and objectives of UHC are very much in line with the principles and objectives of "Universal Telecommunication Services Obligation" that has been historically adopted by telecom providers.

Those principles and strategies strive to provide widespread and non-discriminatory access to quality ICT services at affordable prices to people in rural and remote areas so that the benefits of inclusive growth reach everyone bringing rapid socio-economic development and improved standards of living. Universal Telecommunication Services is thus a key enabler for Universal Health coverage.
