Who has the right to vote?

Article 3 of the Constitution : Subject to the provisions of Nos. 169 and 210 of the Constitution, each member shall have one vote at all Plenipotentiary Conferences.

Article 28 of the Constitution : A Member which is in arrear in its payments to the Union shall lose its right to vote as defined in Nos 27 and 28 of the Constitution, for so long as the amount of its arrears equals or exceeds the amount of the contribution due from it for the preceeding two years.

Article 52 of the Constitution : From the end of a period of two years from the date of entry into force of the Geneva 1992 Constitution and Convention, a signatory Member which has not deposited  an instrument of ratification, acceptance or approval, in accordance with No. 208 of the Constitution, shall no longer be entitled to vote at any conference of the Union, ......until it has deposited such an instrument. Its rights, other than voting rights, shall not be affected.
